2.8.6. The United States Air Force School of Aerospace Medicine (USAFSAM) is respo ns ib le for co nd uct ing med ica l/ hea lt h e ffe cts co ns ult ing a nd ed uca t io n/tra ining. USAFSAM shall establish, administer, and maintain the DoD Electromagnetic Field (EMF) Injury Hotline and Tri-Service Laser Injury Hotline to provide immediate expert medical advice in the event of an injury or suspected injury to DoD personnel from EMF and lasers. USAFSAM shall establish, administer, and maintain the EMF Overexposure Repository for DoD Components to access, analyze, and use in EMF protection programs.

2.8.7. USAFSAM shall provide 24/7 response and consultative capability to the unit DEW Safety Officer (DEWSO) and DEWSB for DEW health hazard evaluations including, as needed, sample collection, epidemiologic surveillance, and hazard assessment.

Abstract:

Method and apparatus for manipulating the nervous system by imparting subliminal pulsative cooling to the subject’s skin at a frequency that is suitable for the excitation of a sensory resonance. At present, two major sensory resonances are known, with frequencies near 1/2 Hz and 2.4 Hz. The 1/2 Hz sensory resonance causes relaxation, sleepiness, ptosis of the eyelids, a tonic smile, a “knot” in the stomach, or sexual excitement, depending on the precise frequency used. The 2.4 Hz resonance causes the slowing of certain cortical activities, and is characterized by a large increase of the time needed to silently count backward from 100 to 60, with the eyes closed. The invention can be used by the general public for inducing relaxation, sleep, or sexual excitement, and clinically for the control and perhaps a treatment of tremors, seizures, and autonomic system disorders such as panic attacks. Embodiments shown are a pulsed fan to impart subliminal cooling pulses to the subject’s skin, and a silent device which induces periodically varying flow past the subject’s skin, the flow being induced by pulsative rising warm air plumes that are caused by a thin resistive wire which is periodically heated by electric current pulses.

In 1961 Congress allocated funding for the creation of a weather modification
program headed by the Bureau of Reclamation. Project Skywater came fifteen years after
Irving Langmuir, Vincent Schaefer, and Bernard Vonnegut of the General Electric
Laboratories in Schenectady, New York, successfully demonstrated that “seeding” clouds
with nucleating agents like dry ice (carbon dioxide) and silver iodide produced rain.
Skywater aimed to demonstrably prove that there was a practical basis for weather
modification, as it was popularly called, in terms of cost-benefit and environmental
sensibility. Nevertheless, the task was both daunting and singular. The science behind
rainmaking was embryonic and not thoroughly tested against the complex variables that
govern the weather.

For the many of you who have accompanied us on this voyage, that its publication in its final version comes as no surprise will, I hope, not diminish the sense of achievement that I share with everyone involved in its production. Even as we launch the report, we can take pride in how well-read it already is.

For the first time the World Bank published the report in draft form while it was being written. For seven months it has benefited from thousands of comments and suggestions from a wide range of readers, encompassing government, academia, civil society and activists. Each and every comment has contributed to the final version. Along the way the report has been downloaded 370,000
times – a record for a World Bank report.

Let me walk you through the report’s chapters:

Chapter 1 considers this question and presents a new framework for thinking about the changing nature of work. The nature of work is changing…but how? [2]

Chapter 2 takes a look at how business is being shaped by technology and the rise of the superstar firm. How are increased automation and digitization impacting business?  [3]

Chapter 5 looks at the huge task of moving people around the world from informal work – where they receive no social protection – and how this particularly affects women and rural workers. People also learn valuable skills at work, but how does learning differ between different types of workers? [6] Chapter 5 presents new analysis.

Chapter 6 digs into the three key elements of making social protection available and sustainable now and in the future. Increasingly fluid labor markets and persistent informality demand a rethink of social protection systems. [7] Chapter 6 looks at some of the options

The report challenges governments to take better care of their citizens, calling for a universal guaranteed minimum level of social protection. As more investments are made in social protection, a balanced approach to labor market regulations could help movement between jobs.

To paraphrase Winston Churchill, publication is not the end, nor the beginning of the end of the report’s purpose, but it might be the end of the beginning. I hope that the ideas it contains will continue to cultivate discussion among policy makers and others, leading to action. The new Human Capital Index is one of the tools that will, we believe, encourage governments to make the right decisions.
