Parties to the Environmental Modification Convention undertake not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.

In July 1972 the U.S. Government renounced the use of climate modification techniques for hostile purposes, even if their development were proved to be feasible in the future. On December 10, 1976 the General Assembly adopted a resolution by a vote of 96 to 8, with 30 abstentions, which referred the Convention to all member nations. The Senate gave its advice and consent to ratification on November 28, 1979, by a vote of 98-0. The President ratified the Convention December 13, 1979. The Convention entered into force for the United States on January 17, 1980, when the U.S. instrument of ratification was deposited in New York. – Federation of American Scientists

Did the CIA order weather modification to ruin the Cuban sugar crop in 1969 and 1970, or didn’t it?

Lowell Ponte, former researcher for International Research and Technology Corporation, a Pentagon “think tank,” says the CIA and Pentagon ordered seeding off the shores of Cuba, to “milk” rain clouds, at a time when Castro’s fortunes seemingly depended on a successful harvest of sugar cane.

The CIA has categorically denied it practiced cloud seeding anywhere except in Vietnam during that time period.

Ponte says the Cuban experiment was part of “Project Nile Blue,” carried on officially starting in 1970 by the Pentagon’s Advanced Reseach Projects Agency (ARPA). …

Ponte adds that “Nile Blue” was really aimed at “destabilizing” weather in the Soviet Union, China, and Cuba, to ruin harvests and create political unrest.

The Nile Blue program made use of what was at the time the world’s largest computer, ILLIAC IV, the construction of which had also been funded by ARPA. It would have to be considered of inestimable value if someone had decided for once to anticipate the environmental effects of a proposed very large scale man-made technological intervention. One can only hope that this is actually why the program was initiated. As already indicated, as early as 1961 a RAND report on weather modification emphasized the complexity of atmospheric processes and the interrelation of modification and prediction. Perhaps it is also of interest that the only two reports that deal with weather and climate prepared by the US Central Intelligence Agency that have been publicly released deal with similar broad considerations of weather, climate, food production,etc. (49) It is unlikely, however, that the program was quite so benign. In 1962, years before the Nile Blue Program was initiated, ARPA had contracted for a classified research project with the title Some Upper Atmosphere Aspects of Chemical Geophysical Warfare.

The chemical weather modification program was conducted from Thailand over Cambodia, Laos, and Vietnam and allegedly sponsored by Secretary of State Henry Kissinger and CIA without the authorization of then Secretary of Defense Melvin Laird who had categorically denied to Congress that a program for modification of the weather for use as a tactical weapon even existed.

Goals:

  • Softening road surfaces
  • Causing landslides along roadways
  • Washing out river crossings
  • Maintain saturated soil conditions beyond the normal time span.

Operation Popeye first came to public light in March 1971, when reporter Jack Anderson published a story based on a secret 1967 memo from the Joint Chiefs of Staff to President Johnson. The memo read: “Laos operations – Continue as at present plus Pop Eye to reduce the trafficability [sic] along infiltration routes & Authorization requested to implement operational phase of weather modification process previously successful tested and evaluated in some area”.(US Senate, Subcommittee on Oceans and International Environment; 26 July 1972; p. 5).

Mr DOOLIN: I speak in a personal capacity and not in my official capacity, Mr. Chairman. I have been in this job for 5 years, and I didn’t have this clearance even though Southeast Asia is in my area of responsibility in the Office of the Secretary of Defense. The first I learned of it was, as the result of a Jack Anderson column, and I made inquiries at the time – simply for my own edification… [US Senate, Subcommittee on Oceans and International Environment; 20 March 1972; p. 111]

Few aviation writers and historians seem to be aware that there were three WC-130As. These three were originally trash-haulers, borrowed from TAC in late 1966 for use in Operation Popeye, the rain-making mission in Southeast Asia, set to begin the following year. The intent of the mission was to create enough year-round rain to keep the Ho Chi Minh trails impassable with mud. Tests were conducted over Laos in 1966, and the operational missions began in March of 1967 from Udorn RTAFB, Thailand. They were flown by crews of the 54th WRS, rotated on a regular basis from Guam. In addition, 54th crews were sometimes called upon to conduct synoptic weather reconnaissance from Udorn over various areas of Southeast Asia, out to and including the Bay of Bengal.

The A-models were modified for weather reconnaissance, probably at WRAMA, with the AN/AMR-1 system. They were not configured for atmospheric sampling. Two were kept at Udorn, with the third rotating to and from Guam for maintenance, repair, and crew changes, from June 1967 through late 1970. When the third one was not enroute to/from Thailand, it was used for normal weather reconnaissance activities from Guam. In late 1970 the A’s were replaced with three 1958 B-models, and the rain-making mission continued through mid-1972 with whichever B- or E-models were available from the 54th. After re-conversion to transport, the A’s were transferred to Air Force Reserve units. During their brief stint as rain-makers, they flew a total of 1435 combat sorties, and it is reported that at least one of them received battle damage. All three A-models wore the standard Southeast Asia camouflage colors and markings, but with no unit designations of any kind. In 1973, 56-0519 was given or loaned to the South Vietnamese Air Force, and it became one of the spoils of war on April 30, 1975. The last reliable sighting was in April of 1999, which reported her corroded and derelict at Tan Son Nhut Airport, Ho Chi Minh City.

To authorize and direct the Secretary of Commerce to develop a national policy on weather modification, and for other purposes.

Be it enacted hy the Senate and House of Representatives of the United States of America in Congress assembled That this Act may be cited as the “National Weather Modification Policy Act of 1976”.

SEC. 2. DECLARATION OF POLICY.

  • (a) FINDINGS.—The Congress finds and declares the following:
    • (1) Weather-related disasters and hazards, including drought, hurricanes, tornadoes, hail, lightning, fog, floods, and frost, result in substantial human suffering and loss of life, billions of dollars of annual economic losses to owners of crops and other property, and substantial financial loss to the United States Treasury;
    • (2) Weather modification technology has significant potential for preventing, diverting, moderating, or ameliorating the adverse effects of such disasters and hazards and enhancing crop production and the availability of water;
    • (3) The interstate nature of climatic and related phenomena, the severe economic hardships experienced as the result of occasional drought and other adverse meteorological conditions, and the existing role and responsibilities of the Federal Government with respect to disaster relief, require appropriate Federal action to prevent or alleviate such disasters and hazards; and
    • (4) Weather modification programs may have long-range and unexpected effects on existing climatic patterns which are not confined by national boundaries.
  • (b) PURPOSE. — It is therefore declared to be the purpose of the Congress in this Act to develop a comprehensive and coordinated national weather modification policy and a national program of weather modification research and development —
    • (1) to determine the means by which deliberate weather modification can be used at the present time to decrease the adverse impact of weather on agriculture, economic growth, and the general public welfare, and to determine the potential for weather modification;
    • (2) to conduct research into those scientific areas considered most likely to lead to practical techniques for drought prevention or alleviation and other forms of deliberate weather modification;
    • (3) to develop practical methods and devices for weather modification;
    • (4) to make weather modification research findings available to interested parties;
    • (5) to assess the economic, social, environmental, and legal impact of an operational weather modification program;
    • (6) to develop both national and international mechanisms designed to minimize conflicts which may arise with respect to the peaceful uses of weather modification; and
    • (7) to integrate the results of existing experience and studies in weather modiification activities into model codes and agreements for regulation of domestic and international weather modification activities.

Strange waves rippled around the world, and nobody knows why

Instruments picked up the seismic waves more than 10,000 miles away—but bizarrely, nobody felt them.

On the morning of November 11, just before 9:30 UT, a mysterious rumble rolled around the world.

The seismic waves began roughly 15 miles off the shores of Mayotte, a French island sandwiched between Africa and the northern tip of Madagascar. The waves buzzed across Africa, ringing sensors in Zambia, Kenya, and Ethiopia. They traversed vast oceans, humming across ChileNew ZealandCanada, and even Hawaii nearly 11,000 miles away.

These waves didn’t just zip by; they rang for more than 20 minutes. And yet, it seems, no human felt them.

Only one person noticed the odd signal on the U.S. Geological Survey’s real-time seismogram displays. An earthquake enthusiast who uses the handle @matarikipax saw the curious zigzags and posted images of them to Twitter. That small action kicked off another ripple of sorts, as researchers around the world attempted to suss out the source of the waves. Was it a meteor strike? A submarine volcano eruption? An ancient sea monster rising from the deep?

“I don’t think I’ve seen anything like it,” says Göran Ekström, a seismologist at Columbia University who specializes in unusual earthquakes.

“It doesn’t mean that, in the end, the cause of them is that exotic,” he notes. Yet many features of the waves are remarkably weird—from their surprisingly monotone, low-frequency “ring” to their global spread. And researchers are still chasing down the geologic conundrum.

Why are the low-frequency waves so weird?

In a normal earthquake, the built-up tensions in Earth’s crust release with a jolt in mere seconds. This sends out a series of waves known as a “wave train” that radiates from the point of the rupture, explains Stephen Hicks, a seismologist at the University of Southampton.

The fastest-traveling signals are Primary waves, or P-waves, which are compression waves that move in bunches, like what happens to an extendedslinky that gets suddenly pushed at one end. Next come the secondary waves, or S-waves, which have more of a side-to-side motion. Both of these so-called body waves have relatively high frequencies, Hicks says, “a sort of ping rather than a rumbling.”

Finally, chugging along at the end come slow, long-period surface waves, which are similar to the strange signals that rolled out from Mayotte. For intense earthquakes, these surface waves can zip around the planet multiple times, ringing Earth like a bell, Hicks says.

However, there was no big earthquake kicking off the recent slow waves. Adding to the weirdness, Mayotte’s mystery waves are what scientists call monochromatic. Most earthquakes send out waves with a slew of different frequencies, but Mayotte’s signal was a clean zigzag dominated by one type of wave that took a steady 17 seconds to repeat.

“It’s like you have colored glasses and [are] just seeing red or something,” says Anthony Lomax, an independent seismology consultant.

Mayotte’s volcanic roots

Based on the scientific sleuthing done so far, the tremors seem to be related to a seismic swarm that’s gripped Mayotte since last May. Hundreds of quakes have rattled the small nation during that time, most radiating from around 31 miles offshore, just east of the odd ringing. The majority were minor trembles, but the largest clocked in at magnitude 5.8 on May 15, the mightiest in the island’s recorded history. Yet the frequency of these shakes has declined in recent months—and no traditional quakes rumbled there when the mystery waves began on November 11.

 

Motion in the ocean

Since mid-July, GPS stations on the island have tracked it sliding more than 2.4 inches to the east and 1.2 inches to the south, according data from Institut National de L’information Géographique et Forestière. Using these measurements, Pierre Briole of the Ecole Normale Supérieure in Parisestimated that a magma body that measures about a third of a cubic mile is squishing its way through the subsurface near Mayotte.

The early period of rumbling was also overprinted with what seemed to be the P- and S- waves of tiny tremors, explains Lomax, who spotted the faint pings by filtering out the low-frequency signals. Such pings are commonly associated with magma moving and fracturing rock as it squirts through the crust. But even those signals were a little strange, says Helen Robinson, a Ph.D. candidate in applied volcanology at the University of Glasgow.

“They’re too nice; they’re too perfect to be nature,” she jokes, although she quickly adds that an industrial source is impossible, since no wind farms or drilling are taking place in the deep waters off Mayotte’s shores.

Ekström thinks that the events on the morning of November 11 actually did begin with an earthquake of sorts equivalent to a magnitude 5 temblor. It passed by largely unnoticed, he suggests, because it was what’s known as a slow earthquake. These quakes are quieter than their speedy cousins since they come from a gradual release of stress that can stretch over minutes, hours, or even days.

“The same deformation happens, but it doesn’t happen as a jolt,” Ekström says.

These slow types of quakes are often associated with volcanic activity. At the Mount Nyiragongo volcano in the Democratic Republic of Congo, a similar slow earthquake and low-frequency waves were linked with a magma chamber collapsing. Slow quakes were also stunningly frequent during the most recent fiery run of Kilauea in Hawaii, which produced nearly 60 of these events between May and the end of July, sending seismic waves around the world.

Assembling the geologic puzzle

So what is actually causing the super-slow vibrations at Mayotte? A submarine eruption could produce these low rumblings, but evidence for such an event has yet to materialize.

Most current guesses revolve around resonance in a magma chamber, triggered by some type of subsurface shift or chamber collapse. The resonance itself can be any type of rhythmic motion, like sloshing of the molten rock, or a pressure wave ricocheting through the magma body, Ekström explains. Studying the intricate features of the seismic waves could yield clues to the size and shape of the molten material lurking below.

It is very difficult, really, to say what the cause is and whether anyone’s theories are correct.

“It’s like a music instrument,” says Jean-Paul Ampuero, a seismologist at the Université Côte d’Azur in France. “The notes of a music instrument—whether it’s grave or very pitchy—depends on the size of the instrument.”

The signal’s odd uniformity could be due, in part, to the surrounding rocks and sediments, Lomax adds. Perhaps the local geology is filtering the sounds and only letting this single 17-second wave period escape.

Robinson agrees with this idea, noting that the geology here is extremely complex. Mayotte sits in a region crisscrossed by ancient faults—including fracture zones from the final breakup of the southern supercontinent Gondwana. What’s more, the underlying crust is somewhat transitional, shifting between the thick continental crusts and the thinner oceanic crusts. Perhaps this complexity drives the simplicity of the escaping waves, Robinson says.

Secrets of the sea

For now, though, the lack of data makes it tough to say more about the wiggly forms. Hicks’ preliminary models hinted that the waves emanated from subsurface inflation, rather than a magma chamber draining or collapsing. But with a little additional data, the model flipped and pointed to chamber deflation instead.

It also could be a bit of both, notes Robinson: “Some collapse mechanisms, you can get inflation and deflation occurring at the same time,” she says. Or sometimes they can alternate, pumping up and down like Earth’s fiery lungs.

“It is very difficult, really, to say what the cause is and whether anyone’s theories are correct—whether even what I’m saying has any relevance to the outcome of what’s going on,” Robinson says.

BRGM plans to do ocean bottom surveys to get more detailed information about the region and investigate the possibility of a submarine eruption. In the meantime, the seismic sleuthing continues with the data that’s available. Whether the cause is ordinary or extraordinary remains to be seen, Lomax says, but the science—and the fun—is in the chase.

“Depending on what field and what time in history, 99.9 percent of the time, it’s ordinary, or noise, or a mistake, and 0.1 percent, it’s something” he says. “But that’s just the way it goes. That’s the way it should go. That’s scientific advance.”
