The 10% Resilience Pledge urges mayors of 100RC cities to make the most ambitious commitment to city resilience in history, promising 10% of their cities’s annual budgets toward resilience-building goals and projects, without raising additional funds or taxes.
On December 2, 2015 at COP21 in Paris, we announced the first round of Pledge signees. On March 28, 2017, Santiago de Chile, Chile became the 28th and most recent global signee to the pledge.

100 Resilient Cities – Pioneered by The Rockefeller Foundation developed the pledge with input from mayors around the world and urban finance and resilience experts. The pledge embodies a key principle of resilience: a commitment to making sure each project the city engages in achieves multiple goals, allowing the city to get the most return out of every dollar rather than spending any additional money. By signing, a mayor or city executive pledges that an amount equivalent to 10% of the city’s total annual budget will be dedicated to funding the city’s resilience goals for every year of that mayor’s tenure.
Cities that sign the pledge will have access to up to $5 million (USD) in goods and services from 100 Resilient Cities, especially from Platform Partners – a collection of best-in-class organizations from the private, public, NGO, and academic sectors. These services will help maximize the success of their resilience-building efforts and amplify the impact of their new, stronger budgetary commitment to resilience. Cities can invest the new funding into current projects, as well as new ones.
