McConnell Says He Favors Letting States Declare BankruptcySenate Majority Leader Mitch McConnell said Wednesday he favors allowing states struggling with high public employee pension costs amid the burdens of the pandemic response to declare bankruptcy rather than giving them a federal bailout.
“I would certainly be in favor of allowing states to use the bankruptcy route,” he said Wednesday in response to a question on the syndicated Hugh Hewitt radio show. “It’s saved some cities, and there’s no good reason for it not to be available.”
The host cited states struggling with high public employee pension costs amid the burdens of the pandemic response to declare bankruptcy rather than giving them a federal bailout.
“You raised yourself the important issue of what states have done, many of them have done to themselves with their pension programs,” he said. “There’s not going to be any desire on the Republican side to bail out state pensions by borrowing money from future generations.”
New Jersey Governor Phil Murphy, a Democrat, said he was stunned by McConnell’s remarks, which he called “completely and utterly irresponsible.”
“He’s dead wrong. You have my word we won’t go bankrupt,” he said. Without cash to states, Murphy said, governors will be forced to “gut the living daylights out of every state of America,” slashing budgets and eliminating the services people need.
McConnell’s statements set up a conflict with House Speaker Nancy Pelosi, who said on Bloomberg Television Wednesday that a “major package” of aid for state and local government will be in the next stimulus legislation considered by Congress.
McConnell may also find himself in conflict with President Donald Trump. The president said Tuesday after meeting with New York Governor Andrew Cuomo that states will need assistance. “And I think most Republicans agree too, and Democrats,” Trump said. “And that’s part of phase four.”
McConnell, a Kentucky Republican, said he blocked additional state and local aid in the latest relief package, which passed the Senate Tuesday and is set for a vote Thursday in the House.
“I said yesterday we’re going to push the pause button here, because I think this whole business of additional assistance for state and local governments needs to be thoroughly evaluated,” McConnell added.
Later, on Fox News, McConnell said that any state or local aid must be specifically linked to the pandemic and shouldn’t be viewed as an opportunity for “revenue replacement.”
“We’re not interested in solving their pension problems for them,” McConnell said. “We’re not interested in rescuing them from bad decisions they’ve made in the past. We’re not going to let them take advantage of this pandemic to solve a lot of problems that they created for themselves with bad decisions in the past.”
The idea of allowing states to file for bankruptcy was raised in the wake of the last recession. It drew widespread disdain from Wall Street investors, public employee unions and both Republican and Democratic governors, who said it would unsettle the bond market and cause even the most fiscally sound states to face higher interest rates because of the risk the debt could be wiped out in court.
It was also criticized by U.S. lawmakers of both parties during a House hearing that was convened to discuss it in 2011 and was swiftly dropped.
The idea has fans, however, including David Skeel, a professor at the University of Pennsylvania’s Carey Law School and a member of Puerto Rico’s financial oversight board.
“That’s amazing,” Skeel said about McConnell’s comments on possible bankruptcy for states. “This is a pretty strong signal that bankruptcy for states ought to be part of the policy debate.”
Skeel said bankruptcy “provides a way to distribute the sacrifice so that it’s shared by all constituencies.”
Others say it would violate the federalist system and the sovereignty of states set forth in the Constitution if they were allowed to pursue bankruptcy protection in federal court, where a judge and Congress could hold sway over a state’s fiscal affairs.
The National Governors Association has said states and municipalities will need at least $500 billion in aid to deal with the crisis caused by the coronavirus pandemic as tax revenue falls and demand for services escalates.
McConnell said there should be a “fulsome” discussion among all Republican senators on whether and how to send more aid to state and local governments and what that money should be spent on.
That will be one of the focuses for the next round of stimulus spending that Congress will be taking up, and McConnell’s reluctance signals that negotiation could be the most difficult one so far.
No state has defaulted on its debts since the Great Depression, and even after the last recession, only a handful of cities went bankrupt because governments have broad ability to raise taxes.
The current economic contraction may leave states facing an even worse fiscal crisis than they did a decade ago, which has prompted growing calls for Congress to help them make up for the taxes lost by the nationwide shutdown.
The bond market, however, doesn’t appear to be pricing in much risk of defaults. While prices tumbled during a panicked sell-off last month, they’ve since rebounded, with returns roughly flat for the year.

An economically depressed world in which individuals and communities develop localized, “makeshift” solutions to a growing set of problems . . .
One important-and novel-component of our strategy toolkit is scenario planning, a process of creating narratives about the future based on factors likely to affect a particular set of challenges and opportunities. We believe that scenario planning has great potential for use in philanthropy to identify unique interventions, simulate and rehearse important decisions that could have profound implications, and highlight previously undiscovered areas of connection and intersection. Most important, by providing a methodological structure that helps us focus on what we don’t know-instead of what we already know-scenario planning allows us to achieve impact more effectively.
The Rockefeller Foundation’s use of scenario planning to explore technology and international development has been both inspired and ambitious. Throughout my 40-plus-year career as a scenario planner, I have worked with many of the world’s leading companies, governments, foundations, and nonprofits-and I know firsthand the power of the approach. Scenario planning is a powerful tool precisely because the future is unpredictable and shaped by many interacting variables.
Finally, a note about what we mean by “technology.” In this report, we use the term to refer to a broad spectrum of tools and methods of organization. Technologies can range from tools for basic survival, such as a treadle pump and basic filtration technologies, to more advanced innovations, such as methods of collecting
and utilizing data in health informatics and novel building materials with real-time environmental sensing capabilities. The Rockefeller Foundation and GBN began the scenario process by surfacing a host of driving forces that would affect the future of technology and international development. These forces were generated through both secondary research and in-depth interviews with Foundation staff, Foundation grantees, and external experts.
Two uncertainties from a longer list of potential uncertainties that might shape the broader contextual environment of the scenarios, including social, technology, economic, environmental, and political trends.
Bottom-up and top-down. Lower levels of adaptive capacity emerge in the absence of these characteristics and leave populations particularly vulnerable to the disruptive effects of unanticipated shocks.
Once crossed, these axes create a matrix of four very different futures:

A world of tighter top-down government control and more authoritarian leadership, with limited innovation and growing citizen pushback
In 2012, the pandemic that the world had been anticipating for years finally hit. Unlike 2009’s H1N1, this new influenza strain-originating from wild geese-was extremely virulent and deadly. Even the most pandemic-prepared nations were quickly overwhelmed when the virus streaked around the world, infecting nearly 20 percent of the global population and killing 8 million in just seven months, the majority of them healthy young adults. The pandemic also had a deadly effect on economies: international mobility of both people and goods screeched to a halt, debilitating industries like tourism and breaking global supply chains. Even locally, normally bustling shops and office buildings sat empty for months, devoid of both employees and customers.
The pandemic blanketed the planet-though disproportionate numbers died in Africa, Southeast Asia, and Central America, where the virus spread like wildfire in the absence of official containment protocols. But even
in developed countries, containment was a challenge. The United States’s initial policy of “strongly discouraging” citizens from flying proved deadly in its leniency, accelerating the spread of the virus not just within the U.S. but across borders. However, a few countries did fare better-China in particular. The Chinese government’s quick imposition and enforcement of mandatory quarantine for all citizens, as well as its instant and near-hermetic sealing off of all borders, saved millions of lives, stopping the spread of the virus far earlier than in other countries and enabling a swifter post- pandemic recovery. China’s government was not the only one that took extreme measures to protect its citizens from risk and exposure. During the pandemic, national leaders around the world flexed their authority and imposed airtight rules and restrictions, from the mandatory wearing of face masks to body-temperature checks at the entries to communal spaces like train stations and supermarkets. Even after the pandemic faded, this more authoritarian control and oversight of citizens and their activities stuck and even intensified. In order to protect themselves from the spread of increasingly global problems-from pandemics and transnational terrorism to environmental crises and rising poverty-leaders around the world took a firmer grip on power.
At first, the notion of a more controlled world gained wide acceptance and approval. Citizens willingly gave up some of their sovereignty-and their privacy-to more paternalistic states in exchange for greater safety and stability. Citizens were more tolerant, and even eager, for top-down direction and oversight, and national leaders had more latitude to impose order in the ways they saw fit. In developed countries, this heightened oversight took many forms: biometric IDs for all citizens, for example, and tighter regulation of key industries whose stability was deemed vital to national interests. In many developed countries, enforced cooperation with a suite of new regulations and agreements slowly but steadily restored both order and, importantly, economic growth.
Across the developing world, however, the story was different-and much more variable. Top-down authority took different forms in different countries, hinging largely on the capacity, caliber, and intentions of their leaders.
More authoritarian leadership worked less well-and in some cases tragically-in countries run by irresponsible elites who used their increased power to pursue their own interests at the expense of their citizens.
There were other downsides, as the rise of virulent nationalism created new hazards.
By 2025, people seemed to be growing weary of so much top-down control and letting leaders and authorities make choices for them.
Wherever national interests clashed with individual interests, there was conflict. Sporadic pushback became increasingly organized and coordinated, as disaffected youth and people who had seen their status and opportunities slip away-largely in developing countries-incited civil unrest. In 2026, protestors in Nigeria brought down the government, fed up with the entrenched cronyism and corruption. Even those who liked the greater stability and predictability of this world began to grow uncomfortable and constrained by so many tight rules and by the strictness of national boundaries. The feeling lingered that sooner or later, something would inevitably upset the neat order that the world’s governments had worked so hard to establish. *

Many governments will place severe restrictions on the program areas and geographies that international philanthropies can work in, leading to a narrower and stronger geographic focus or grant-making in their home country only.
Technological innovation in “Lock Step” is largely driven by government and is focused on issues of national security and health and safety. Most technological improvements are created by and for developed countries, shaped by governments’ dual desire to control and to monitor their citizens.

EXAMPLE:
It was now 2025. Manisha was 27 years old and a manager for the Indian government’s Ganges Purification Initiative (GPI). Until recently, the Ganges was still one of the most polluted rivers in the world, its coliform bacteria levels astronomical due to the frequent disposal of human and animal corpses and of sewage (back in 2010, 89 million liters per day) directly into the river. Dozens of organized attempts to clean the Ganges over the years had failed. In 2009, the World Bank even loaned India $1 billion to support the government’s multi-billion dollar cleanup initiative. But then the pandemic hit, and that funding dried up.
Now in 2020 Many top Indian scientists and engineers had been recruited by the government to develop tools and strategies for cleaning the Ganges in more high-tech ways. Her favorite were the submersible bots that continuously “swam” the river to detect, through sensors, the presence of chemical pathogens. New riverside filtration systems that sucked in dirty river water and spit out far cleaner water were also impressive-especially because on the outside they were designed to look like mini-temples. In fact, that’s why Manisha was at the river today, to oversee the installation of a filtration system located not even 100 feet from where she first stepped into the Ganges as a girl. The water looked so much cleaner now, and recent tests suggested that it might even meet drinkability standards by 2035. Manisha was tempted to kick off her shoe and dip her toe in, but this was a restricted area now-and she, of all people, would never break that law.

The recession of 2008-10 did not turn into the decades-long global economic slide that many had feared. In fact, quite the opposite: strong global growth returned in force, with the world headed once again toward the demographic
and economic projections forecasted before the downturn. India and China were on track to see their middle classes explode to 1 billion by 2020. Mega-cities like Sao Paulo and Jakarta expanded at a blistering pace as millions poured in from rural areas. Countries raced to industrialize by whatever means necessary; the global marketplace bustled. But two big problems loomed. First, not all people and places benefited equally from this return to globalized growth: all boats were rising, but some were clearly rising more. Second, those hell-bent on development and expansion largely ignored the very real environmental consequences of their unrestricted growth. Undeniably, the planet’s climate was becoming increasingly unstable.
Sea levels were rising fast, even as countries continued to build-out coastal mega-cities. In 2014, the Hudson River overflowed into New York City during a storm surge, turning the World Trade Center site into a three-foot-deep lake. The image of motorboats navigating through lower Manhattan jarred the world’s most powerful nations into realizing that climate change was not just a developing-world problem. That same year, new measurements showing that atmospheric carbon dioxide levels were climbing precipitously created new urgency and pressure for governments (really, for everyone) to do something fast.
International coordination started slowly, then accelerated faster than anyone had imagined. In 2015, a critical mass of middle income and developed countries with strong economic growth publicly committed to leveraging their resources against global-scale problems, beginning with climate change. Together, their governments hashed out plans for monitoring and reducing greenhouse gas emissions in the short term and improving the absorptive capacity of the natural environment over the long term. In 2017, an international agreement was reached on carbon sequestration (by then, most multinational corporations had a chief carbon officer) and intellectual and financial resources were pooled to build out carbon capture processes that would best support the global ecosystem.
A functioning global cap and trade system was also established.
Worldwide, the pressure to reduce waste and increase efficiency in planet-friendly ways was enormous. New globally coordinated systems for monitoring energy use capacity-including smart grids and bottom-up pattern recognition technologies-were rolled out.
Centralized global oversight and governance structures sprang up, not just for energy use but also for disease and technology standards. Such systems and structures required far greater levels of transparency, which in turn required more tech-enabled data collection, processing, and feedback.
Enormous, benign “surveillance” systems allowed citizens to access data-all publically available-in real time and react.
Nation-states lost some of their power and importance as global architecture strengthened and regional governance structures emerged.
International oversight entities like the UN took on new levels of authority, as did regional systems like the Association of Southeast Asian Nations (ASEAN), the New Partnership for Africa’s Development (NEPAD), and the Asian Development Bank (ADB). The worldwide spirit.

Pharmaceuticals giants released thousands of drug compounds shown to be effective against diseases like malaria into the public domain
as part of an “open innovation” agenda; they also opened their archives of R&D on neglected diseases deemed not commercially viable, offering seed funding to scientists who wanted to carry the research forward. There was a push for major innovations in energy and water for the developing world, as those areas were thought to be the key to improving equity.
In many places, traditional social barriers to overcoming poverty grew less relevant as more people gained access to a spectrum of useful technologies-from disposable computers to do- it-yourself (DIY) windmills.
Given the circumstances that forced these new heights of global cooperation and responsibility, it was no surprise that much of the growth
in the developing world was achieved more cleanly and more “greenly.” In Africa, there was a big push for solar energy, as the physical geography and low population density of much of the continent enabled the proliferation of solar farms. The Desertec initiative to create massive thermal electricity plants to supply both North Africa and, via undersea cable lines, Southern Europe was a huge success.
By 2025, a majority of electricity in the Maghreb was coming from solar, with exports of that power earning valuable foreign currency. The switch to solar created new “sun” jobs, drastically cut CO2 emissions, and earned governments billions annually. India exploited its geography to create similar “solar valleys” while decentralized solar- powered drip irrigation systems became popular in sub-Saharan Africa.
There were still failed states and places with few resources. Moreover, such rapid progress had created new problems. Rising consumption standards unexpectedly ushered in a new set of pressures: the improved food distribution system, for example, generated a food production crisis due to greater demand.
Demand for everything was growing exponentially.
By 2028, despite ongoing efforts to guide “smart growth,” it was becoming clear that the world could not support such rapid growth forever. *

Research teams had been working for months to fabricate a new meat product-one that tasted just like beef yet actually contained only 50 percent meat; the remaining half was a combination of synthetic meat, fortified grains, and nano-flavoring.
In cities and villages around the world where children used to be hungry, access to higher-calorie meals had produced alarming increases in the incidence of obesity and diabetes. The demand for meat, in particular, was rising, but adding more animals to the planet created its own set of problems, such as more methane and spiking water demand.

world in which governments weaken, criminals thrive, and dangerous innovations emerge Devastating shocks like September 11, the Southeast Asian tsunami of 2004, and the 2010 Haiti earthquake had certainly primed the world for sudden disasters. But no one was prepared for a world in which large-scale catastrophes would occur with such breathtaking frequency. The years 2010 to 2020 were dubbed the “doom decade” for good reason: the 2012 Olympic bombing, which killed 13,000, was followed closely by an earthquake in Indonesia killing 40,000, a tsunami that almost wiped out Nicaragua, and the onset of the West China Famine, caused by a once-in-a-millennium drought linked to climate change.
Not surprisingly, this opening series of deadly asynchronous catastrophes (there were more) put enormous pressure on an already overstressed global economy that had entered the decade still in recession. Massive humanitarian relief efforts cost vast sums of money, but the primary sources-from aid agencies to developed-world governments-had run out of funds to offer. Most nation-states could no longer afford their locked-in costs, let alone respond to increased citizen demands for more security, more healthcare coverage, more social programs and services, and more infrastructure repair. In 2014, when mudslides in Lima buried thousands, only minimal help trickled in, prompting the Economist headline: “Is the Planet Finally Bankrupt?”
These dire circumstances forced tough tradeoffs. In 2015, the U.S. reallocated a large share of its defense spending to domestic concerns, pulling out of Afghanistan-where the resurgent Taliban seized power once again. In Europe, Asia, South America, and Africa, more and more nation- states lost control of their public finances, along with the capacity to help their citizens and retain stability and order. Resource scarcities and trade disputes, together with severe economic and climate stresses, pushed many alliances and partnerships to the breaking point; they also sparked proxy wars and low-level conflict in resource-rich parts of the developing world. Nations raised trade barriers in order to protect their domestic sectors against imports and-in the face of global food and resource shortages-to reduce exports of agricultural produce and other commodities.
With government power weakened, order rapidly disintegrating, and safety nets evaporating, violence and crime grew more rampant. Countries with ethnic, religious, or class divisions saw especially sharp spikes in hostility: Naxalite separatists dramatically expanded their guerrilla campaign in East India; Israeli- Palestinian bloodshed escalated; and across Africa, fights over resources erupted along ethnic or tribal lines. Meanwhile, overtaxed militaries and police forces could do little to stop growing communities of criminals and terrorists from gaining power. Technology-enabled gangs and networked criminal enterprises exploited both the weakness of states and the desperation of individuals. With increasing ease, these “global guerillas” moved illicit products through underground channels from poor producer countries to markets in the developed world. Using retired 727s and other rogue aircraft, they crisscrossed the Atlantic, from South America to Africa, transporting cocaine, weapons, and operatives. Drug and gun money became a common recruiting tool for the desperately poor.
Criminal networks also grew highly skilled at counterfeiting licit goods through reverse engineering. Many of these “rip-offs” and copycats were of poor quality or downright dangerous. In the context of weak health systems, corruption, and inattention to standards-either within countries or from global bodies like the World Health Organization-tainted vaccines entered the public health systems of several African countries. In 2021, 600 children in Cote d’Ivoire died from a bogus Hepatitis B vaccine, which paled in comparison to the scandal sparked by mass deaths from a tainted anti-malarial drug years later. The deaths and resulting scandals sharply affected public confidence in vaccine delivery; parents not just in Africa but elsewhere began to avoid vaccinating their children.
Technology hackers were also hard at work. Internet scams and pyramid schemes plagued inboxes. Meanwhile, more sophisticated hackers attempted to take down corporations, government systems, and banks via phishing scams and database information heists, and their many successes generated billions of dollars in losses. Desperate to protect themselves and their intellectual property, the few multinationals still thriving enacted strong, increasingly complex defensive measures. Patent applications skyrocketed and patent thickets proliferated, as companies fought to claim and control even the tiniest innovations. Security measures and screenings tightened.
This “wild west” environment had a profound impact on innovation. The threat of being hacked and the presence of so many thefts and fakes lowered the incentives to create “me first” rather than “me too” technologies. And so many patent thickets made the cross-pollination of ideas and research difficult at best. Blockbuster pharmaceuticals quickly became artifacts of the past, replaced by increased production of generics. Breakthrough innovations still happened in various industries, but they were focused more on technologies that could not be easily replicated or re-engineered. And once created, they were vigorously guarded by their inventors-or even by their nations. In 2022, a biofuel breakthrough in Brazil was protected as a national treasure and used as a bargaining chip in trade with other countries.

Recognized seals of safety and approval proved ineffective when even those seals were hacked. The positive effects of the mobile and internet revolutions were tempered by their increasing fragility as scamming and viruses proliferated, preventing these networks from achieving the reliability required to become the backbone of developing economies-or a source of trustworthy information for anybody.
Interestingly, not all of the “hacking” was bad. Genetically modified crops (GMOs) and do-it- yourself (DIY) biotech became backyard and garage activities, producing important advances. In 2017, a network of renegade African scientists who had returned to their home countries after working in Western multinationals unveiled the first of a range of new GMOs that boosted agricultural productivity on the continent.
But despite such efforts, the global have/have- not gap grew wider than ever. The very rich still had the financial means to protect themselves; gated communities sprung up from New York
to Lagos, providing safe havens surrounded by slums. In 2025, it was de rigueur to build not a house but a high-walled fortress, guarded by armed personnel. The wealthy also capitalized on the loose regulatory environment to experiment with advanced medical treatments and other under-the-radar activities. Those who couldn’t buy their way out of chaos-which was most people-retreated
to whatever “safety” they could find. With opportunity frozen and global mobility at a near standstill-no place wanted more people, especially more poor people-it was often a retreat to the familiar: family ties, religious beliefs, or even national allegiance. Trust was afforded to those who guaranteed safety and survival-whether it was a warlord, an evangelical preacher, or a mother. In some places, the collapse of state capacity led to a resurgence of feudalism. In other areas, people managed to create more resilient communities operating as isolated micro versions of formerly large-scale systems. The weakening of national governments also enabled grassroots movements to form and grow, creating rays of hope amid the bleakness. By 2030, the distinction between “developed” and “developing” nations no longer seemed particularly descriptive or relevant. * Page 38

Philanthropy is less about affecting change than about promoting stability and addressing basic survival needs. Philanthropic organizations move to support urgent humanitarian efforts at the grassroots level, doing “guerrilla philanthropy” by identifying the “hackers” and innovators who are catalysts of change in local settings. Yet identifying pro-social entrepreneurs is a challenge, because verification is difficult amid so much scamming and deception.
The operational model in this world is a “fortress model” in which philanthropic organizations coalesce into a strong, single unit to combat fraud and lack of trust. Philanthropies’ biggest assets are their reputation, brand, and legal/financial capacity to ward off threats and attempts at destabilization. They also pursue a less global approach, retreating to doing work in their home countries or a few countries that they know well and perceive as being safe.

Mounting obstacles to market access and to knowledge creation and sharing slow the pace of technological innovation. Creative repurposing of existing technologies-for good and bad-is widespread, as counterfeiting and IP theft lower incentives for original innovation. In a world of trade disputes and resource scarcities, much effort focuses on finding replacements for what is no longer available. Pervasive insecurity means that tools of aggression and protection-virtual as well as corporeal-are in high demand, as are technologies that will allow hedonistic escapes from the stresses of life.

Trent never thought that his past experience as a government intelligence officer would convert into something…philanthropic. But in a world full of deceit and scamming, his skills at discerning fact from fiction and developing quick yet deep local knowledge were highly prized. For three months now he had been working for a development organization, hired to find out what was happening in the “grey” areas in Botswana-a country that was once praised for its good governance but whose laws and institutions had begun to falter in the last few years, with corruption on the rise. His instructions were simple: focus not on the dysfunctional (which, Trent could see, was everywhere) but rather look through the chaos to see what was actually working. Find local innovations and practices that were smart and good and might be adopted or implemented elsewhere. “Guerrilla philanthropy” was what they called it, a turn of phrase that he liked quite a bit.
His trip into Botswana had been eventful-to put it mildly. On-time flights were rare these days, and the plane got diverted three times because of landing authorization snafus. At the Gaborone airport, it took Trent six hours to clear customs and immigration. The airport was bereft of personnel, and those on duty took their time scrutinizing and re-scrutinizing his visa. Botswana had none of the high-tech biometric scanning checkpoints-technology that could literally see right through you-that most developed nations had in abundance in their airports, along their borders, and in government buildings. Once out of the airport Trent was shocked by how many guns he saw-not just slung on the shoulders of police, but carried by regular people. He even saw a mother with a baby in one arm and an AK-47 in the other. This wasn’t the Botswana he remembered way back when he was stationed here 20 years ago as an embassy employee.
The organization that hired him was probably more right than it realized in calling it guerrilla philanthropy. After many weeks spent chasing down leads in Gaborone, then an unfortunate stint that had him hiking for miles alone through the Kalahari Desert, Trent found himself traveling deep into the Chobe Forest (a nice reprieve, he thought, from inhaling all that sand). One of his informants had told him about a group of smart youngsters who had set up their own biotechnology lab on the banks of the Chobe River, which ran along the forest’s northern boundary. He’d been outfitted with ample funds for grant-making, not the forest bribes he had heard so much about; regardless of what was taking place in the world around him, he was under strict orders to behave ethically. Trent was also careful to cover his tracks to avoid being kidnapped by international crime syndicates-including the Russian mafia and the Chinese triads-that had become very active and influential in Botswana. But he’d made it through, finally, to the lab, which he later learned was under the protection of the local gun lord. As expected, counterfeit vaccines were being manufactured. But so were GMO seeds. And synthetic proteins. And a host of other innovations that the people who hired him would love to know about.

SMART SCRAMBLE
An economically depressed world in which individuals and communities develop localized, makeshift solutions to a growing set of problems
The global recession that started in 2008 did not trail off in 2010 but dragged onward. Vigorous attempts to jumpstart markets and economies didn’t work, or at least not fast enough to reverse the steady downward pull. The combined private and public debt burden hanging over the developed world continued to depress economic activity, both there and in developing countries with economies dependent on exporting to (formerly) rich markets. Without the ability to boost economic activity, many countries saw their debts deepen and civil unrest and crime rates climb. The United States, too, lost much of its presence and credibility on the international stage due to deepening debt, debilitated markets, and a distracted government. This, in turn, led to the fracturing or decoupling of many international collaborations started by or reliant on the U.S.’s continued strength.
Also in trouble was China, where social stability grew more precarious. Depressed economic activity, combined with the ecological consequences of China’s rapid growth, started to take their toll, causing the shaky balance that had held since 1989 to finally break down. With their focus trained on managing the serious political and economic instability at home, the Chinese sharply curtailed their investments in Africa and other parts of the developing world. Indeed, nearly all foreign investment in Africa-as well as formal, institutional flows of aid and other support for the poorest countries-was cut back except in the gravest humanitarian emergencies. Overall, economic stability felt so shaky that the occurrence of a sudden climate shock or other disaster would likely send the world into a tailspin. Luckily, those big shocks didn’t occur, though there was a lingering concern that they could in the future.
Not that anyone had time to think about the future-present challenges were too pressing.
In the developed world, unemployment rates skyrocketed. So did xenophobia, as companies and industries gave the few available jobs to native-born citizens, shunning foreign-born applicants. Great numbers of immigrants who had resettled in the developed world suddenly found that the economic opportunities that had drawn them were now paltry at best. By 2018, London had been drained of immigrants, as they headed back to their home countries, taking their education and skills with them. Reverse migration left holes in the communities of departure-both socially and literally-as stores formerly owned by immigrants stood empty. And their homelands needed them. Across the developing world and especially in Africa, economic survival was now firmly in local hands. With little help or aid coming through “official” and organized channels-and in the absence of strong trade and foreign currency earnings-most people and communities had no choice but to help themselves and, increasingly, one another. Yet “survival” and “success” varied greatly by location-not just by country, but by city and by community. Communities inside failed states suffered the most, their poor growing still poorer. In many places, the failures of political leadership and the stresses of economic weakness and social conflict stifled the ability of people to rise above their dire circumstances.
Not surprisingly, across much of the developing world the rural-urban divide gaped wider,
as more limited availability and access to resources like IT and trade made survival and self-sufficiency much more challenging for non-urban dwellers. Communications and interactions that formerly served to bridge one family or one village or one student with their counterparts in other places-from emailing to phone calls to web postings-became less reliable. Internet access had not progressed far beyond its 2010 status, in part because the investment dollars needed to build out the necessary infrastructure simply weren’t there. When cellphone towers or fiber optic cables broke down, repairs were often delayed by months or even years. communication and internet gadgets, while others became more isolated for lack of such connections.
But there were silver linings. Government capacity improved in more advanced parts of the developing world where economies had already begun to generate a self-sustaining dynamic before the 2008-2010 crisis, such as Indonesia, Rwanda, Turkey, and Vietnam. Areas with good access to natural resources, diverse skill sets, and a stronger set of overlapping institutions did far better than others; so did cities and communities where large numbers of “returnees” helped drive change and improvement. Most innovation in these better-off places involved modifying existing devices and technologies to be more adaptive to a specific context. But people also found or invented new ways-technological and non-technological-to improve their capacity to survive and, in some cases, to raise their overall living standards. In Accra, a returning Ghanaian MIT professor, working with resettled pharma researchers, helped invent a cheap edible vaccine against tuberculosis that dramatically reduced childhood mortality across the continent. In Nairobi, returnees launched a local “vocational education for all” project that proved wildly successful and was soon replicated in other parts of sub-Saharan Africa.
Makeshift, “good enough” technology solutions-addressing everything from water purification and harnessing energy to improved crop yield and disease control-emerged to fill the gaps. Communities grew tighter. Micro- manufacturing, communal gardens, and patchwork energy grids were created at the local level for local purposes. Many communities took on the aura of co-ops, some even launching currencies designed to boost local trade and bring communities closer together.

Philanthropy operations are decentralized; headquarters are less important, and the ability to quickly access different parts of the world and reconfigure teams on short notice is key. Office space is rented by the day or week, not the month or year, because more people are in the field-testing, evaluating, and reporting on myriad pilot projects.

Economic and political instability fracture societies in the developed world, resources for technology development diminish, and talented immigrants are forced to return to their countries of origin. For much of the world, donating blood is purely an act of solidarity; a civic duty that the healthy perform to aid others in need. The idea of being paid for such an action would be considered bizarre. But in the United States, it is big business. Indeed, in today’s wretched economy, where around 130 million Americans admit an inability to pay for basic needs like food, housing or healthcare, buying and selling blood is of the few booming industries America has left.
The number of collection centers in the United States has more than doubled since 2005 and blood now makes up well over 2 percent of total U.S. exports by value. To put that in perspective, Americans’ blood is now worth more than all exported corn or soy products that cover vast areas of the country’s heartland. The U.S. supplies fully 70 percent of the world’s plasma, mainly because most other countries have banned the practice on ethical and medical grounds. Exports increased by over 13 percent,to $28.6 billion, between 2016 and 2017, and the plasma market is projected to “grow radiantly,”according to one industry report. The majoritygoes to wealthy European countries; Germany, for example, buys 15 percent of all U.S. blood exports. China and Japan are also key customers.
It is primarily the plasma– a golden liquid that transports proteins and red and white blood cells around the body– that makes it so sought after. Donated blood is crucial in treating medical conditions such as anemia and cancer and is commonly required to perform surgeries. Pregnant women also frequently need transfusions to treat blood loss during childbirth. Like all maturing industries, a few enormous bloodthirsty companies, such as Grifols and CSL, have come to dominate the American market.
But in order to generate such enormous profits, these vampiric corporations consciously target the poorest and most desperate Americans. One study found that the majority of donors in Cleveland generate more than a third of their income from “donating” blood. The money they receive, notes Professor Kathryn Edin of Princeton University, is literally “the lifeblood of the $2 a day poor.” Professor H. Luke Schaefer of the University of Michigan, Edin’s co-author of $2 a Day: Living on Almost Nothing in America, told MintPress News:
The massive increase in blood plasma sales is a result of an inadequate and in many places non-existent cash safety net, combined with an unstable labor market. Our experience is people need the money, that’s the primary reason people show up at plasma centers.”

MintPress News spoke to a number of Americans who consistently donated plasma. Some of them did not want to be fully identified. But none were under any illusions about the system and how they were being exploited.
“The centers are never in a good part of town, always somewhere they can get a never ending supply of poor people desperate for that hundred bucks a week,” noted Andrew Watkins, who sold his blood in Pittsburgh, PA for around 18 months.
The people who show up are a mix of disabled, working poor, homeless, single parents, and college students. With the exception of the college students who are looking for booze money, this is probably the easiest and most reliable income they have. Your job may fire you at any time when you’re on this level of society, but you always have blood. And selling your blood doesn’t count as a job or income when it comes to determining disability benefits, food stamps, or unemployment eligibility so it’s a source of money for the people who have absolutely nothing else.”
Rachel from Wisconsin, who donated hundreds of times over a seven-year period, also commented on the obvious socio-economic makeup of donors.
We were poor, all of us in there you could easily tell that we were on the lower ends of the income bracket. They incentivize you with bonuses and the more you donate in a month the more you’ll get paid, recruiting friends bonuses, holiday bonuses, etc.”
Keita Currier from Washington, D.C., noted how she and her husband had little choice but to continue visiting clinics in Maryland for years but resented their payment methods.
They’re predatory, the price set for your plasma is based on a whim. For example, one place I donated the first five times you get $75, then you get 20, 20, 30, 50, 25. It’s random, it doesn’t matter, but they know you are desperate and if you don’t do your $30 donation you won’t get your 50 next time. Apparently, the plasma is worth something in the hundreds, so it is not surprising that you’re screwed over.”
Zombifying America’s poor
Respondents all agreed that they were indeed being exploited, but in more ways than one. Desperate Americans are allowed to donate twice per week (104 times per year). But losing that much plasma could have serious health consequences, most of which have not been studied Professor Schaefer warns, stressing that more research is necessary. Around 70 percent of donors experience health complications. Donors have a lower protein count in their blood, putting them at greater risk of infections and liver and kidney disorders. Many regulars suffer from near-permanent fatigue and are borderline anemic. All this for an average of $30 per visit. Rachel described the terrible Catch-22 many of the working poor find themselves in:
I got turned away twice – once for being too dehydrated and once for being anemic. Being poor created a shitty paradox where I couldn’t eat, and because I couldn’t eat my iron levels weren’t high enough to allow me to donate. That was a week of a pay cut, money I desperately needed for rent and bills and meds.”
A common method of cheating in endurance sports is to inject extra blood into your system before a race, giving you a huge performance boost. But extracting it has the opposite effect, making you sluggish and tired for days. Thus, this debilitating practice is zombifying America’s poor.

The process of giving blood is not a pleasurable one. Currier noted that after constantly donating, “the bruising gets terrible…Sometimes they can’t find the vain ‘n’ shit or they insert it wrong and they have to adjust the needle underneath your skin” she said, claiming that just thinking about it freaks her out, and revealed that her husband had to temporarily stop donating as his bosses thought he was on heroin due to the track marks on his arms.
Watkins agreed. “You could always tell how long someone had been doing the job by that needle,” he recalls. “Once they’d been there a year or so, they’d have stabbed literally thousands of people and could just tap your elbow once and slide the needle into the vein with no problems. New guys would miss the vein, punch through the vein, or try to hunt for it with the needle tip, which would leave terrible bruises.”
There is also little thought for the comfort of the patients. As Watkins explained, the thermostats are always turned down to around 50-60ºF for the plasma’s sake. Once the amber-colored plasma has been extracted, your cooled blood is re-injected in a painful process that feels as if ice is being inserted into the body. “Combined with the already cold air temperatures, this was maddening,” he notes.
Thus, America’s zombie poor are left almost permanently mentally drained like heroin addicts, and with similarly bruised and punctured arms, except they are being paid for the inconvenience. But perhaps the worst thing about the experience, according to those interviewed, is the dehumanization of the process.

Many centers are enormous, with multiple rows of dozens of machines working in an attempt to appease the insatiable appetite of the vampiric corporation. And there is, according to Watkins, no lack of human “victims” willing to be treated like animals in battery farms, in exchange for a few dollars: “It was an assembly line to extract liquid gold from human mines,” he notes.
Currier also highlighted the treatment of the staff and the cost-cutting measures of clinics in Maryland she visited would enact:
Usually the places are hugely understaffed which means they frequently don’t change gloves, the people are overworked, and at the minimum you’re staying there for 2-3 hours which means you have to plan a whole day around this shit only to get 20 bucks in your pocket to make it through the next few days. It’s depressing, disheartening and frankly embarrassing to have to hustle like this. I feel like shit after I donate.”
Exploitation reaches new levels
But the exploitation of humans has reached new levels in clinics on the U.S.-Mexico border. Every week, thousands of Mexicans enter the U.S. on temporary visas to sell their blood to for-profit pharmaceutical corporations. The practice is banned on health grounds in Mexico but is completely legal north of the border. According to ProPublica, there are at least 43 blood donation centers along the border that prey primarily on Mexican nationals in a legally ambiguous practice.
According to a Swiss documentary on the subject, there are precious few checks on the cleanliness of the blood these companies accept, with some donors interviewed admitting they were drug addicts. But all is sacrificed in the pursuit of dazzling profits, something donors were well aware of. Rachel from Wisconsin admitted,
I did it for the money, I think we all do it for the money, but it’s not really something you out and out say because there’s a veneer of “helping the sick” slathered over it. But I caught glimpses of what kind of industry it was on occasion through innocuous questioning. The amount of plasma drawn from one person per donation was worth upwards of $600, I never really got a clear answer on that.

One company, Ambrosia, charges $8,000 per treatment to aging tech executives, infusing them with the blood of the young, turning these individuals into bloodsuckers in more ways than one. Despite the fact that there is no clinical evidence that the practice has any beneficial effects, business is booming. One committed customer is PayPal co-founder turned Trump surrogate Peter Thiel, who is reportedly spending vast sums of money on funding anti-aging startups. Thiel claims that we have been conned by “the ideology of the inevitability of the death of every individual” and believes that his own immortality may be just around the corner, a notion that has deeply concerned academics and commentators alike.
The new and booming blood market is the perfect embodiment of the late capitalist dystopia modern America has become. They were sitting in their homes, or the hotel, when they suddenly felt the symptoms: a loud noise exposure, a pressure sensation, ear pain, then ringing in the ears and dizziness. A day later there were some cognitive deficits reported. They would actually say that if they moved in their domicile (their place of dwelling), the beam – would follow them.

Victims also had a unique pattern of cognitive disorders.
Directed energy weapons can cause these injuries by creating “cavitation,” or air pockets, in fluids near the inner ear. The shape of the inner ear amplifies sounds and waveforms to cause the effect. The process creates air bubbles, or cavities, that eventually burst.
Near the inner ear are two pathways carrying blood to the brain – the cochlear aqueduct and the vestibular aqueduct. The bubbles can travel rapidly up the aqueducts into the brain where they can “function as a stroke.” The Office of Naval Research, was familiar with a body of scientific research, mostly conducted by ONR from the early 1960s to the late 1980s, on directed energy weapons and their effects on the inner ear. The research sought to identify the human head’s susceptibility to directed energy exposures.

Directed energy weapons intended to disrupt or damage their victims’ brains were the most likely source of a series of mysterious attacks singling out U.S. personnel assigned to the U.S. Embassy in Cuba in 2017, three doctors involved in the investigation have told
National Defense in exclusive interviews.
The three experts were contacted by the State Department to investigate 25 cases of government employees working in Cuba who complained of suddenly hearing noises, pressure in their ears, followed by symptoms such as headaches, vertigo, dizziness and loss of cognitive functions.
The team of three experts concluded that incident was a widescale use of electronics to carry out a so-called neuro-weapon attack. Neuro-weapons are an emerging, but little understood threat that is compounded by the ease in which they can be purchased on the internet.
“I think we are turning a page,” said Dr. James Giordano, a professor at the departments of neurology and biochemistry at Georgetown University Medical Center and chief of the Neuroethics Studies Program at the Pellegrino Center for Clinical Bioethics. The Pentagon has taken notice of the event and Giordano and the two other team members will be briefing the J3, joint chiefs of staff, on Sept. 7. The attacks occurred at the victims’ homes
, with the exception of two cases that took place in a hotel known to accommodate diplomats and other U.S. personnel, said Dr. Michael Hoffer, director of the Vestibular and Balance Program at the University of Miami’s Department of Otolaryngology. Hoffer was the first physician to examine the victims on site in Cuba, and later in Miami.
“I thought they were being targeted. I still believe they were being targeted,” he said. Those he examined said they were sitting in their homes, or the hotel, when they suddenly felt the symptoms: a loud noise exposure, a pressure sensation, ear pain, then ringing in the ears and dizziness. A day later there were some cognitive deficits reported.
“They would actually say that if they moved in their domicile, the beam – as it were – would follow them. Except the minute they opened the front door, it went off,” Hoffer said.
Hoffer carried out a series of preliminary tests on 100 personnel assigned to the embassy last summer, as well as 10 people who were in the same residences of the victims at the time of the attack, but in other rooms. No symptoms were found in the 100 other employees.
Being in Havana shortly after the attacks and before news had reached the media was important because it gave Hoffer valuable insights, he said. Other than speaking to one another about the symptoms, the victims were not influenced by newspaper accounts. In addition, he arrived relatively soon after the attacks when their memories of what happened were fresh, and none of them had received any medical treatment. He also had the opportunity to see where the incidents occurred. “I literally looked and walked at the places that were hit,” he said. Most of the victims also worked in a particular part of the embassy, he added. “They were really good at targeting,” he said of those who carried out the attacks. The homes were clustered in certain neighborhoods where diplomats reside, he added. “People were hit from all branches of the State Department, but certain branches were hit more than others,” he said.
Thirty-five potential victims – the 25 who reported symptoms plus the 10 who were in the residences at the same time – were flown to Miami where an interdisciplinary team of experts from the University of Miami’s Miller School of Medicine carried out a battery of more detailed tests.
Hoffer was able to quickly rule out the possibility that they had experienced a traumatic brain injury, or TBI. As a retired Navy captain and doctor, he had examined more than 3,000 service members who had experienced TBI and that was not it. Plus, none of the victims had reported injuring their head. The team recorded “objective findings of balance disorders” on 100 percent of the 25 victims, who had reported the symptoms. Everyone was abnormal in at least one balance test. “We made sure they were ‘super’ abnormal not just ‘barely’ abnormal, Hoffer said. The 10 people who were in the same buildings at the time of the attacks showed no symptoms.
The 25 victims also had a unique pattern of cognitive disorders that the co-lead of the team, the university’s director of neuropsychology Dr. Bonnie Levin, picked up, he said.

There were 19 complete sets of data derived from the 25 victims after the University of Miami team completed the tests. The State Department put Hoffer together in a team with Giordano and Dr. Carey Balaban, a professor of otolaryngology, bioengineering, neurobiology and communication and science disorders, at the University of Pittsburgh.
The three independently examined all the data using different approaches, but came to the same conclusions. They ruled out TBI because the damage was not consistent with such injuries. Toxins such as heavy metals or high doses of certain medications that cause similar inner ear problems were not present, and the damage not consistent. Balaban, who works with the Office of Naval Research, was familiar with a body of scientific research, mostly conducted by ONR from the early 1960s to the late 1980s, on directed energy weapons and their effects on the inner ear. The research sought to identify the human head’s susceptibility to directed energy exposures. The papers helped form part of his conclusions.
“The likelihood of multiple sources of energy of acoustic and radio frequencies … is there, we just don’t know what it was,” he said.
The team could not conclude exactly what method the perpetrators used on the victims, but narrowed it down to several possibilities: drugs alone was deemed “unlikely.” Ultrasonic (acoustic) exposures
they judged “very possible and likely.” Electromagnetic pulsing was also rated “very possible and probable.” Microwave energy was deemed possible, but “unlikely.”
There was another possibility
– but more information was needed to know – that the attackers used a combination of a drug that was activated by the directed energy weapon.
Balaban said there was another possible method: pulsed lasers. “Near infrared lasers penetrate pretty far into the head,” he said. “All of these weapons can produce cavitation in fluids and can produce these effects,” he added. The three team members agreed that “saying [the Cuba attacks] are one thing or another is foolhardy,” Balaban said.
“Can we know who did it? I’m not quite sure. Do we know what they were exposed to? Hard to tell. But it points out this [knowledge] gap that we need to fill,” Balaban said. The case has drawn a great deal of attention within the Pentagon and at Special Operations Command, he said. The information was recently declassified and the three have given briefings to SOCOM and to the Air Force’s AFWERX. Balaban is working on a grant with ONR to reproduce the attack in a laboratory setting so it can be better understood. The trio plans to publish a paper as soon as possible with the results for all to see. One theory is that the victims were being used as a test – basically human guinea pigs – and the perpetrators are hoping the U.S. publishes test results that can help them fine-tune or better understand how to use these weapons. Balaban said that kind of data will not be made public. Meanwhile, “Pandora’s box is open as far as making these kinds of things,” Balaban said. Devices that can be used in ultrasonic attacks, for example, are readily available on the internet for less than $300. The off-the-shelf devices are intended to repulse vermin such as rats and insects and have a range of about 30 to 40 feet, he said.
“We are facing a threat
. And an important thing is to figure out the battlespace we are dealing with here and make some solutions,” Balaban said. “It’s the perfect kind of gray warfare. It’s a very good way to degrade your opponent’s capabilities so you can exploit it with conventional means.”
Such weapons could be used clandestinely against a political leader, for example, to ultimately destabilize a society
, Giordano said. “I think what you are beginning to see is a greater likelihood for targeting the brain
in these ways – both in regard to its structure and its functions, which includes cognitions, emotions and behaviors – in ways that are going to be disruptive on a variety of scales from systems in the individual to systems in the social and political” realm, he said.
Balaban added: “We have a plausible set of vulnerabilities – areas we know nothing about, neuro-weapons, that have been used asymmetrically. We have to figure out what the heck this is.”

Introduction
In 1999 the world changed. The money trust, the law (commerical code/contract law, applicability of public/statutory presumptions, etc.), technology (nano-tech), and the general direction of the planet completely changed. In order to even remotely grasp what is happening you must disconnect your mind from the last century’s way of thinking. Failure to change the way you think will preclude you from seeing reality accurately. There is no money anymore, taxes are a thing of the past and no written law applies to you.
So what we now have is a real brave new world. The purpose of this site is to simply show the extent at which they have leveraged nano-technology directly on you, how they control everyone on demand with it, and end the confusion around the subject of chemtrails and how they fit into the larger picture while showing how the media and movies are conditioning the mind of the general public.
The Reason for Everything
Let’s just get right to it. Forget everything you know. Here it is, the epitome of reality. This video is the best example that summarizes what’s happening or has happened in your body already. This is the most prevalent secret in the whole world because it has been forced onto everyone unknowingly.
What you see here is a nano-bot encapsulating a neuron or synapse (for example your purkinje neurons) or other nerve ending/bridge. It’s only a simulation, but accurately summaries everything that has happened in the past decade. This allows complete control of the host (your body) remotely as demonstrated repeatedly in the movies (for example Metropia (2009), Ultrasonic (2012)). A more sophisticated set of nano-bots would and very well has subsequently allowed for a complete and full BioAPI to be installed without the host (you) even knowing it. If you want to get technical your neurons have been encapsulated, your synapses have been bridged.
What is the Purpose of Chemtrails
Chemtrails are a huge logistical operation. Larger than the hoover damn, trans-alaska pipeline or moon landing. It’s large. And expensive. The biggest mistake one can make is assuming there is only one reason for chemtrails. There are about five or six reasons and possibly more. The top six are listed below with a brief summary. This web site is concerned with the last. A visual overview may help by reviewing a flowchart here.
Blocking the Sun: This is the standard reason given to fools in the government. We need to secretly stop global warming, so keep it a secret that we’re spraying. Global warming is the catch all con for everyone in the government. If you’re smarter than this they’ll give you a better reason.
Blocking the Sun (Again): A reduction in sun light across the planet works well to decrease or manipulate crop yields slightly. This is part of the requirement to engineer a food crisis and bring in a famine. You can dismiss this.
Superheating the Atmosphere: In order to create earthquakes and steer hurricanes (for example hurricane Katrina in New Orleans) the atmosphere needs to be more conductive for electricity so installations such as HAARP (HAARP is just what they want you to see, HAARP has nothing to do with anything) can work their magic. So the chemtrails spray barium and aluminum among other things to create a more conductive upper atmosphere. In The Phoenix Rises (2012) they tell you exactly this @ exactly ~16:00 in the movie as they specifically talk about chemtrails. For your information barium has nothing to do with the BioAPI, nano-fibers or nano-tech at all.
Health Erosion: As a side effect everyone’s health and immune systems become slightly compromised. This is usually not an issue for most healthy people. Older people on average will now die sooner and any health complication is slightly more likely to be fatal. This is both a side effect of spraying and intentional.
Climate Modification: To help or hurt crops, keep skies clear for a major event (like the Olympics), cause a typhoon, steer super storms, etc.
Nano-fiber Propagation: To universally install a BioAPI in everyone they need to spray nano-fibers. These fibers cannot be put into the food supply or given in some other way, the uptake across the population would take forever and not propagate very effectively. It’s much easier just to spray everyone like an insect; and because it’s happening to everyone the universal herd mentality of the unwashed masses then justifies it.
Nano-fiber Basics
Nano-fibers specifically are a transport mechanism. Nothing more. They hold a payload for delivery. A payload that would otherwise be compromised by the sun or atmosphere or not make it to its destination (your body). Such as viral RNA code, metals such as aluminum, nano-components, etc. The fibers are (surprisingly) quite harmless as everyone has them. Examples of these fibers can be found all over the internet or in the physical examples section of this site. The fibers must be independently sprayed, if they we’re added to the jet fuel the extreme heat would destroy the payload.
So it’s not the fiber that is critical, it’s the payload.
Why?
This is a complicated question. The people creating and doing this are trying to force biblical principles onto the populace (including themselves) through technology. For example the seven deadly sins. They take a basic human requirement (food, sex, a specific emotion) and quantify it (within the BioAPI). If the result is to extreme (for example you eat too much) or you do something not approved of then they decide that you’re not worthy of life or judge you accordingly. In the alternative your are added to a program. The possibilities for the BioAPI or nano-tech in general is endless. Therefore you should not focus on any one reason as being the end all purpose. It’s too dynamic. It’s to complex. As I mentioned on the top of page 5 of the media references – ‘the BioAPI is the greatest revelation in human history’. For example see the last paragraph of the description for Vexille (2007), specifically the trailer for H+ mentioned in it. BioAPI Phases
There are essentially two phases involved with the installation of the BioAPI. I categorize it as phase 1 and phase 2. If you can imagine a new laptop computer, all it has is the operating system like Windows, so it’s kind of useless. This would be the equivalent to phase 1. So a new computer can be remotely controlled (aka phase 1, see Surrogates (2009)) by your IT tech support guy, but that is all. There are no programs installed (provided by phase 2) to do much else with it. These names of a phase 1 and 2 are not necessarily just random nonsense I made up, see the clip and movie for Control Factor (2003) in which they use these exact names in the exact same context; because they are telling you everything.
Phase 1: Everyone on the planet is affected and involved in this phase. Everyone to some extent has the nano-fibers within their body cavity, and therefore wired [‘I’m wired too.’ – Michael Hall, Gamer (2009)]. Side effects include a clicking sound from within the skull and basic annoying body complications like aching joints. This phase provides complete remote control of your speech and thought patterns through suggestion (partially subconsciously). I guess about 99% of the populace of the entire planet has this phase complete.
Phase 1 could be construed as positive and beneficial to you, at least in the future. See John Hodgman (2012) for more information. You should also see question 9 of the FAQs.
Phase 2: This phase must be triggered (by nano-trigger-bots) and is extreme. It completely compromises your health and can do anything from kill you to simply monitor you. This phase cannot be forced onto you like phase 1 (technically it can but they don’t do that yet). This involves multiple nano-sensors from ocular to heart and everything in between. I figure about 2% of the population has gone through this phase. If this phase is triggered in you they consider you evil as shown within the media examples page of this site. You must do something to trigger this phase, including eating cheap red meat, kissing specific people, using specific corporate health care/beauty products, etc. The objective they are (partially) reaching for here is to connect each event with a deadly sin of some sort. For example morgellons would be connected with vanity because your skin goes to hell. Ultimately this phase provides complete remote control of your body and mind, including the monitoring of your emotions, thoughts, body functions and everything in between. Phase 2 then can be considered a nano-tech disease (as clearly shown in the Family Guy clip) in which the contagious aspect can be switched on and off. For example I have phase 2, but I am not contagious, but I can be if they decide to make me contagious in some way – typically kissing. This allows them to completely control the transmission/vector or spreading of the nano-disease. If you want to get specific, the nano-tech or nano-implants that compose phase 2 of the BioAPI is actually just the vehicle they use to monitor, torment, test and hurt people. The disease itself is actually one of dishonor. The more dishonor you demonstrate, the more they hate you, the worse things get for you. They do not want people to figure that out. See Meeting Evil (2012) for clear details. Phase 2 can or is definitely detrimental to your life. That is the point of it. A cure can be found in the review for Rise of the Zombies (2012).
You can 100% confirm if you have phase 2 or not by seeing an eye doctor and asking him to look for anomalies exactly where the ocular implant is located. The implant is still a camera and therefore must conform to the laws of physics and optics still so it must, just like your eye has, have a concave lens which it does. You might be able to slightly feel it at night when your falling asleep when your eyes are dryer and you move your eyeball around with your eyes closed. Pretty Dead (2013), no clip provided, also does a good job at covering multiple aspects of the contraction of the nano-tech disease and BioAPI in general, both good and bad. They show a couple triggers (meat and hard drugs) which makes her sick, complete with heavy zombie overtones. They also show a possible positive aspect such as accelerated healing. The entire movie, every scene, becomes like a documentary.
Nano-fiber and BioAPI Side Effects
Neuron example Of course with something as extreme as nanotech being installed within people’s body’s you would assume there would be health implications and side effects. This is correct and covered on this site. The approach to handle these side effects has been one of “embrace and extend” it’s called. There are several examples in the media section that show how the specific side effects listed below are recognized and then associated with something ridiculous or stupid which then discounts the authenticity in the mind of the viewer. In effect convincing the viewer to dismiss a real side effect as being something that’s too crazy to be real. Each side effect is dealt with in a media example. Additional technical possibilities are also talked about in the BioAPI details section. Additional side effects related to phase 2 are covered in the clip for Contracted (2013).
Phase 1 & 2 – Cranium Clicking/Screeching: A phase 1 side effect goes back as early as 2001. Exactly what is happening is not completely known but involves some sort of nano-chip being installed/operated in the cranium (your head) of the host. This is probably the equivalent of a CPU of some sort. The actual clicking/screeching sound observed is usually at night on average once a month and only lasts for a few seconds. Completely painless and easily ignored or passed off by the person. The entire purpose of the movie Shutter Island (2010) is to discount this. The nano-implant that is specifically and clearly responsible for this side effect is symbolically referenced in the second clip for Surrogates (2009). I suspect over time they have improved this side effect.
Phase 1 & 2 – Aching Joints, Headaches, Fatigue, etc.: The saturation of nano-fibers has different effects on different people. The sheer numbers involved results is a random combination of health implications. Most people will not notice anything, or pass any slight symptom off as getting older. Other people who have more of a reaction will go to the doctor and get diagnosed with fibromyalgia. Fibromyalgia is a catch all disease that was created about a decade ago to give doctors something to tell the patient when they complained. The doctors can’t accurate diagnose or understand what or why a patient is feeling a certain way, so the corrupt medical establishment gives them this nonsense to spew. These side effects are primarily phase 1 but are a constant problem across the board. Notice the root word of fibromyalgia is fib[e]r, it’s not a coincidence. This Family Guy clip indirectly references Fibromyalgia.
Phase 2 – Itching: For whatever reason they may force harsh itching on you when they do not agree with what you are doing or how you are behaving. You probably will have no idea it is phase 2 at the beginning. This is shown in Flash of Genius (2008) when they show her typing and zoom in on her hand (@ 44:50 in the movie) when she itches it. She’s presumed to be a bad wife for leaving her husband (no clip is provided; screenshot here; you’ll have to read this whole site to understand this). The exact same concept is shown in Lay the Favorite (2012) where Bruce Willis itches his forearm clearly and intentionally after referencing it a few seconds earlier (screenshot here). Why? Why would they put that in? I mean millions of dollars are spent on these scripts and production thereto. This happens in real life to countless people around the world all day long, he’s being warned. Why? Because in the movie he’s thinking about cheating on his wife with the hot blonde that just walked in. Introduction
In 1999 the world changed. The money trust, the law (commerical code/contract law, applicability of public/statutory presumptions, etc.), technology (nano-tech), and the general direction of the planet completely changed. In order to even remotely grasp what is happening you must disconnect your mind from the last century’s way of thinking. Failure to change the way you think will preclude you from seeing reality accurately. There is no money anymore, taxes are a thing of the past and no written law applies to you.
So what we now have is a real brave new world. The purpose of this site is to simply show the extent at which they have leveraged nano-technology directly on you, how they control everyone on demand with it, and end the confusion around the subject of chemtrails and how they fit into the larger picture while showing how the media and movies are conditioning the mind of the general public.
The Reason for Everything
Let’s just get right to it. Forget everything you know. Here it is, the epitome of reality. This video is the best example that summarizes what’s happening or has happened in your body already. This is the most prevalent secret in the whole world because it has been forced onto everyone unknowingly.
What you see here is a nano-bot encapsulating a neuron or synapse (for example your purkinje neurons) or other nerve ending/bridge. It’s only a simulation, but accurately summaries everything that has happened in the past decade. This allows complete control of the host (your body) remotely as demonstrated repeatedly in the movies (for example Metropia (2009), Ultrasonic (2012)). A more sophisticated set of nano-bots would and very well has subsequently allowed for a complete and full BioAPI to be installed without the host (you) even knowing it. If you want to get technical your neurons have been encapsulated, your synapses have been bridged.
What is the Purpose of Chemtrails
Chemtrails are a huge logistical operation. Larger than the hoover damn, trans-alaska pipeline or moon landing. It’s large. And expensive. The biggest mistake one can make is assuming there is only one reason for chemtrails. There are about five or six reasons and possibly more. The top six are listed below with a brief summary. Blocking the Sun: This is the standard reason given to fools in the government. We need to secretly stop global warming, so keep it a secret that we’re spraying. Global warming is the catch all con for everyone in the government. If you’re smarter than this they’ll give you a better reason.
Blocking the Sun (Again): A reduction in sun light across the planet works well to decrease or manipulate crop yields slightly. This is part of the requirement to engineer a food crisis and bring in a famine. You can dismiss this.
Superheating the Atmosphere: In order to create earthquakes and steer hurricanes (for example hurricane Katrina in New Orleans) the atmosphere needs to be more conductive for electricity so installations such as HAARP (HAARP is just what they want you to see, HAARP has nothing to do with anything) can work their magic. So the chemtrails spray barium and aluminum among other things to create a more conductive upper atmosphere. In The Phoenix Rises (2012) they tell you exactly this @ exactly ~16:00 in the movie as they specifically talk about chemtrails. For your information barium has nothing to do with the BioAPI, nano-fibers or nano-tech at all.
Health Erosion: As a side effect everyone’s health and immune systems become slightly compromised. This is usually not an issue for most healthy people. Older people on average will now die sooner and any health complication is slightly more likely to be fatal. This is both a side effect of spraying and intentional.
Climate Modification: To help or hurt crops, keep skies clear for a major event (like the Olympics), cause a typhoon, steer super storms, etc.
Nano-fiber Propagation: To universally install a BioAPI in everyone they need to spray nano-fibers. These fibers cannot be put into the food supply or given in some other way, the uptake across the population would take forever and not propagate very effectively. It’s much easier just to spray everyone like an insect; and because it’s happening to everyone the universal herd mentality of the unwashed masses then justifies it.
Nano-fiber Basics
Nano-fibers specifically are a transport mechanism. Nothing more. They hold a payload for delivery. A payload that would otherwise be compromised by the sun or atmosphere or not make it to its destination (your body). Such as viral RNA code, metals such as aluminum, nano-components, etc. The fibers are (surprisingly) quite harmless as everyone has them. The fibers must be independently sprayed, if they we’re added to the jet fuel the extreme heat would destroy the payload.
So it’s not the fiber that is critical, it’s the payload.
Why?
This is a complicated question. The people creating and doing this are trying to force biblical principles onto the populace (including themselves) through technology. For example the seven deadly sins. They take a basic human requirement (food, sex, a specific emotion) and quantify it (within the BioAPI). If the result is to extreme (for example you eat too much) or you do something not approved of then they decide that you’re not worthy of life or judge you accordingly. In the alternative your are added to a program. The possibilities for the BioAPI or nano-tech in general is endless. Therefore you should not focus on any one reason as being the end all purpose. It’s too dynamic. It’s to complex. As I mentioned on the top of page 5 of the media references – ‘the BioAPI is the greatest revelation in human history’. BioAPI Phases
There are essentially two phases involved with the installation of the BioAPI. I categorize it as phase 1 and phase 2. If you can imagine a new laptop computer, all it has is the operating system like Windows, so it’s kind of useless. This would be the equivalent to phase 1. So a new computer can be remotely controlled (aka phase 1, see Surrogates (2009)) by your IT tech support guy, but that is all. There are no programs installed (provided by phase 2) to do much else with it. These names of a phase 1 and 2 are not necessarily just random nonsense I made up, see the clip and movie for Control Factor (2003) in which they use these exact names in the exact same context; because they are telling you everything.
Phase 1: Everyone on the planet is affected and involved in this phase. Everyone to some extent has the nano-fibers within their body cavity, and therefore wired [‘I’m wired too.’ – Michael Hall, Gamer (2009)]. Side effects include a clicking sound from within the skull and basic annoying body complications like aching joints. This phase provides complete remote control of your speech and thought patterns through suggestion (partially subconsciously). I guess about 99% of the populace of the entire planet has this phase complete.

Phase 2: This phase must be triggered (by nano-trigger-bots) and is extreme. It completely compromises your health and can do anything from kill you to simply monitor you. This phase cannot be forced onto you like phase 1 (technically it can but they don’t do that yet). This involves multiple nano-sensors from ocular to heart and everything in between. I figure about 2% of the population has gone through this phase. If this phase is triggered in you they consider you evil as shown within the media examples page of this site. You must do something to trigger this phase, including eating cheap red meat, kissing specific people, using specific corporate health care/beauty products, etc. The objective they are (partially) reaching for here is to connect each event with a deadly sin of some sort. For example morgellons would be connected with vanity because your skin goes to hell. Ultimately this phase provides complete remote control of your body and mind, including the monitoring of your emotions, thoughts, body functions and everything in between. Phase 2 then can be considered a nano-tech disease (as clearly shown in the Family Guy clip) in which the contagious aspect can be switched on and off. For example I have phase 2, but I am not contagious, but I can be if they decide to make me contagious in some way – typically kissing. This allows them to completely control the transmission/vector or spreading of the nano-disease. If you want to get specific, the nano-tech or nano-implants that compose phase 2 of the BioAPI is actually just the vehicle they use to monitor, torment, test and hurt people. The disease itself is actually one of dishonor. The more dishonor you demonstrate, the more they hate you, the worse things get for you. They do not want people to figure that out. See Meeting Evil (2012) for clear details. Phase 2 can or is definitely detrimental to your life. That is the point of it. A cure can be found in the review for Rise of the Zombies (2012).
You can 100% confirm if you have phase 2 or not by seeing an eye doctor and asking him to look for anomalies exactly where the ocular implant is located. The implant is still a camera and therefore must conform to the laws of physics and optics still so it must, just like your eye has, have a concave lens which it does. You might be able to slightly feel it at night when your falling asleep when your eyes are dryer and you move your eyeball around with your eyes closed. Nano-fiber and BioAPI Side Effects
Neuron example Of course with something as extreme as nanotech being installed within people’s body’s you would assume there would be health implications and side effects. This is correct and covered on this site. The approach to handle these side effects has been one of “embrace and extend” it’s called. There are several examples in the media section that show how the specific side effects listed below are recognized and then associated with something ridiculous or stupid which then discounts the authenticity in the mind of the viewer. In effect convincing the viewer to dismiss a real side effect as being something that’s too crazy to be real. Each side effect is dealt with in a media example. Phase 1 & 2 – Cranium Clicking/Screeching: A phase 1 side effect goes back as early as 2001. Exactly what is happening is not completely known but involves some sort of nano-chip being installed/operated in the cranium (your head) of the host. This is probably the equivalent of a CPU of some sort. The actual clicking/screeching sound observed is usually at night on average once a month and only lasts for a few seconds. Completely painless and easily ignored or passed off by the person. The entire purpose of the movie Shutter Island (2010) is to discount this. Assembly Bill 68, entitled “Land Use: Accessory Dwelling Units,” is one of the new housing bills that Gov. Newsom recently signed. It is an example of the State Legislature’s poor planning.
This detrimental bill eliminates single family zoning and enables the transformation of beneficial accessory dwelling units (second units and granny flats) into overcrowded multifamily triplexes with potentially multiple adverse impacts.
There are various advantages to adding an accessory dwelling unit or second unit to a home. For homeowners, the extra unit can provide additional income, support family members such as adult children or aging parents and house on-site caregivers. In addition, the units sometimes provide additional affordable housing for low income residents, although this is not guaranteed. When local jurisdictions craft careful accessory dwelling unit ordinances, these second units can fit seamlessly into an established community.
Unfortunately, by stripping away local control, community engagement, and environmental review related to second units, AB 68 goes too far.
Before adoption of the bill, a locality could choose whether or not to allow ADUs and if so, could set appropriate development standards (parking standards, setbacks, allowable density, height, for example) and require the property owner to live on site.
In contrast, the new law requires jurisdictions to “ministerially” allow a homeowner, in single family neighborhoods, to build a detached backyard residence that is at least 800-square-feet and 16-feet-high with only four-foot side and rear setbacks, as well as convert a garage, office or spare room into a third living space. The size of the two additional units can be over and above the existing allowable square footage for the primary home.
Ministerial approval (“over-the-counter approval”) streamlines the permit process and eliminates discretionary review and public hearings, thereby stifling public engagement and comments as well as environmental review.
In addition, the bill requires a local agency to ministerially approve up to 25% of the existing units in a multifamily building, provided the units are within the existing structure and meet certain criteria.
Besides density, height and setbacks, the bill greatly relaxes other ADUs’ development standards too. The bill prohibits local jurisdictions from imposing standards on lot coverage or minimum lot size for accessory dwelling units.
The bill further prohibits cities from requiring additional parking spaces when homeowners convert garages to new housing (unless the city can prove, with specific findings, that insufficient off-street parking would harm public health and safety, and do so within a very short timeframe). This will force more cars to park on the street, change the aesthetics of communities and make it harder for emergency vehicles to reach areas with narrow roads, among other problems.
This could result in dire consequences. Under current conditions, residents who live on the narrow, windy streets of Almonte in unincorporated Mill Valley, have reported incidents when paramedics could not speedily reach their emergency destinations because parked vehicles blocked the roadway. In one instance, the paramedics were going door to door, trying to find the owner of a wide SUV, while a medically distressed neighbor waited for help.
Without requiring a homeowner to live on the premises, AB 68 incentivizes large-scale investors to buy up single-family homes, convert them to triplexes and then operate them as commercial enterprises.
Over time, as the supply of single-family homes diminishes due to conversions to triplexes, the price for the remaining single-family dwellings will become even more expensive.
Moreover, although it is expected that the subsequent increase in housing, insufficient parking, and population growth will result in numerous adverse impacts (traffic congestion, overcrowded schools, lack of water, etc.), AB-68 provides no funding for dealing with these impacts. Instead, local communities will have to cover the costs.
It is important to note that Marin’s representatives, Sen. Mike McGuire and Assemblymember Marc Levine, voted for AB 68. This is despite the fact that most Marin residents greatly value single-family neighborhoods.

The Australian government dismissed the findings of the IPCC Special Report on Global Warming of 1.5°C , discontinued its funding to the Green Climate Fund (GCF), ignored the call by the UN Secretary General and its Pacific Island neighbours to increase its climate action, let alone the expressed desire of Australians for more action – and its emissions continue to increase, despite Government protestations to the contrary. Australia’s emissions from fossil fuels and industry continue to rise. The rapid ramp-up in the production of liquified natural gas (LNG) for export means LNG processing has driven huge increases in greenhouse gas emissions in Australia.
The “Climate Solutions Package” announced in February 2019 confirms that the Australian government is not intending to implement any serious climate policy efforts. Instead, it wants to meet its targets by relying on carry over units from the Kyoto Protocol, which would significantly lower the actual emission reductions needed. The National Hydrogen Strategy released in November 2019 risks becoming a brown hydrogen strategy in favour of propping up coal and carbon capture and storage technology, rather than focusing on renewable energy and green hydrogen.
The government also wants to continue relying on the inadequate policy instrument, the Emissions Reduction Fund (ERF) now re-named the “Climate Solutions Fund” which is failing to contribute to any significant emissions reductions. Recent ERF auctions have seen fewer emissions abatements contracted, projects have been dropped from the fund for failing to meet abatements, there are issues of additionality, and the fund is dominated by land use sector abatements with a high risk of reversal, for example through bushfires.
In Australia the council is on track to be powered by 100% renewable energy by 2020, a goal that was initially set for 2030. The council is also petitioning Australia’s federal government to form a Just Transition Authority to ensure Australians employed in fossil fuel industries find appropriate alternate employment. The suburbs most directly at risk are near the bushland areas around the city such as the Hawkesbury region and Hornsby in the north, Penrith in the west and Camden and Sutherland in the south.
But fire bosses have warned ‘no area is entirely safe’ ashigh windscould send dangerous embers capable of sparking secondary fires towards beachside suburbs such as Manly and even the CBD, home to the Opera House.
‘We want to make it clear that everywhere in Sydney and the surrounding area may be affected,’ said Ben Shepherd of the New South Wales Rural Fire Service.
‘The high winds we are expecting on Tuesday mean that embers travel large distances. For example, if there is a fire in Garigal National Park then embers may fall in and around Manly,’ he told Daily Mail Australia.
Mr Shepherd said that embers or ash may even fall in the CBD, adding: ‘We want everyone to be aware of the danger.’
On Monday afternoon, Northern Beaches Police issued a statement on social media warning residents that tomorrow ‘will not be a normal day.’
‘We’re hoping for the best but planning for the worst. The best is no fires,’ they said in a Facebook post. ‘The worst is a 1 in 100 year event.’
NSW Department of Education also released a listof public and independent schools that will be shut on Tuesday due to increased fire risk.
