It envisions six infrastructure and economic corridors running through some 65 countries to expedite China\u2019s trade with the west.<\/p>\n<p>The ambassadors said BRI \u201cruns counter to the EU agenda for liberalising trade and pushes the balance of power in favour of subsidised Chinese companies,\u201d\u00a0<a title=\"Protected by Outlook: https:\/\/global.handelsblatt.com\/politics\/eu-ambassadors-beijing-china-silk-road-912258. Its government has awarded the contract to build the 2.4km-long Peljesac bridge to a Chinese consortium, sparking a\u00a0<a title=\"Protected by Outlook: http:\/\/www.globalconstructionreview.com\/news\/strabag-tries-stop-chinese-work-big-croatian-bridg\/. The European Commission, the EU\u2019s executive body, is trying to forge a common EU stance on the BRI, the newspaper said.<\/p>\n<p>Chinese infrastructure diplomacy typically involves loans to governments for major infrastructure projects, conditional upon one of China\u2019s large state-owned construction companies carrying out the work. \u201cThis bilateral structure leads to an unequal distribution of power which China exploits,\u201d the ambassadors\u2019 report said.<\/p>\n<p>\u201cAt the same time the initiative is pursuing domestic political goals like the reduction of surplus capacity, the creation of new export markets and safeguarding access to raw materials,\u201d said the report.<\/p>\n<p>Ambassadors warned that European companies would be excluded from BRI contracts without European principles of transparency in public procurement, as well as environmental and social standards.<\/p>\n<p>The German government has been particularly critical of the BRI. A study it released in February with German chambers of commerce concluded that BRI projects took place most often in politically unstable countries with weak legal frameworks, reported\u00a0<em>Handelsblatt<\/em>.<\/p>\n<p><strong>A plan of its own<\/strong><\/p>\n<p>Meanwhile, the EU has begun formulating a plan of its own to build infrastructure links to Asia.<\/p>\n<p>The European Commission released a consultation document in February soliciting opinion on\u00a0<a title=\"Protected by Outlook: https:\/\/ec.europa.eu\/info\/law\/better-regulation\/initiatives\/ares-2018-698599_de. Click or tap to follow the link.\" href=\"https:\/\/eur02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fec.europa.eu%2Finfo%2Flaw%2Fbetter-regulation%2Finitiatives%2Fares-2018-698599_de&amp;data=02%7C01%7C%7Ca4f42d36466245f5ff6508d5ec631eda%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C636674832812243641&amp;sdata=ZFeY6kgYhHTn7A7gINQojgsm6R44U7fQysRFaNHis6g%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"Verified\">\u201can EU Strategy on Connecting Europe and Asia\u201d<\/a>, which is expected to become official EU policy by October.<\/p>\n<p>It notes an Asian Development Bank estimate that Asia needs $26 trillion in infrastructure investment between now and 2030.<br \/>\nWithout mentioning China, the document worries about \u201cthe proliferation of bilateral initiatives\u201d which have \u201craised concerns about environmental, social, and fiscal sustainability and have at times contributed to state fragility in the Euro-Asian region\u201d.<\/p>\n<p>Separately, the International Monetary Fund\u2019s managing director Christine Lagarde warned last month that BRI projects risked saddling developing countries with\u00a0<a title=\"Protected by Outlook: http:\/\/www.dw.com\/en\/imfs-lagarde-warns-china-on-silk-road-debt\/a-43354360.
