The NCT is the National Car Test.
 
This is conducted by a private company to determine that a car is roadworthy.
 
An example of how this works is the story – on the radio – of a man with an older car, low miles, in impeccable condition. His car failed the NCT because it did not have airbags. The point is the car was roadworthy and they refused to pass it putting the man off the road and rendering his car worthless. This is how a private company will control transport. 
 
Thus, they will eventually be able to retire all gasoline / diesel cars based on precedent and dictat.
 
If you don’t have the money for an electric car, you’re out of luck and you’re forced to use public transport. Of course you’re tracked and exposed to the Tetra and other wireless as well as 5G / 6G frequencies. 
 
Currently all newer cars have a QRS chip which allows them to be tracked. (Nobody asked for a QRS chip but you pay for it anyway.)
 
There is a story of a farmer in Cork, Ireland.  One night as he neared home he decided to visit his neighbour on the farm next to his. They shared a couple of drinks and as he made his way back to his farm he drove off the road and the airbags were deployed. Since no one was hurt and there was no damage done to anybody’s property, he decided to walk the short journey to his own farm, thinking he would collect the car in the morning. Around 3 a.m. there was a knock on the door. It was the police. The police asked if he was the owner of the car in question?  The police told him they had received a call FROM THE MANUFACTURER that the airbags had deployed. The man was charged with drunk driving.
 
I’m not sure what happened but the point is that if the man is found guilty, it sets a precedent. Under European law, it becomes applicable across the entire European Union.
 
We are further along the road to control of all transport than anyone realizes.

CLIMATE CHANGE PLAN SEES NO NEW PETROL OR DIESEL CARS AFTER 2030 AND NO NCT FOR POLLUTING CARS AFTER 2045

The end of petrol and diesel cars in Ireland, as well as the end of oil and gas boilers in homes, has been announced by the Government as part of a new climate change plan.

In a dramatic bid to tackle climate change, and meet our EU targets on emissions, councils will be handed the power to restrict access to certain parts of towns and cities to zero-emissions vehicles only, under the ambitious new environmental plan.

And no petrol or diesel cars will be sold after 2030, with all such vehicles effectively banned from the road by 2045.

According to the Government’s Climate Action Plan, revealed yesterday by Taoiseach Leo Varadkar and Environment Minister Richard Bruton, a regulatory framework will be developed on low emissions and parking pricing policies to provide local authorities with the enhanced powers.

The Department of Transport will this year commission a review of the plan and recommend appropriate responses for Dublin, Cork, Galway and Limerick in Ireland.

Pic Gerard McCarthyThe Climate Action Plan contains 180 measures to lower the country’s carbon emissions, including incentives to encourage drivers to switch to electric vehicles, retro-fitting gas boilers in homes, increasing the carbon tax, and a scheme to sell any electricity a home generates back into the grid.

The Government’s plan aims to reduce Ireland’s overall carbon emissions by 20% by 2030 before becoming carbon neutral by 2050.

Pic: Collins DublinThe Government’s aims to have 950,000 electric vehicles on the road by 2030 and is planning to vastly increase the number of charging stations which currently service around 10,000 electric vehicles across the country.

This will include more than 90 high-powered chargers along the national road network, the installation of 50 new fast chargers, and the replacement of over 250 standard chargers.

From 2025, new non-residential buildings with more than 10 parking spaces will have at least one recharging point installed. There will also be a minimum number of recharging points required for all existing non-residential buildings with more than 20 parking spaces.

The plan also proposes a number of measures for other sectors.

There will be an effective ban on the installation of oil boilers from 2022, and on the installation of gas boilers from 2025, in all new dwellings through the introduction of new regulatory standards for home heating systems.

Carbon tax is set to rise to at least €80 per tonne by 2030, which will be incrementally increased over successive budgets.

A new microgeneration scheme will also be introduced, allowing homeowners to generate their own electricity and sell what they don’t use back to the grid.

The plan calls for the elimination of non-recyclable plastic and the introduction of higher fees on the production of materials which are difficult to recycle.

The proposal, in line with new EU rules, also calls for the implementation of a ban on single-use plastic plates, cutlery, straws, balloon sticks and cotton buds.

On the plan, the Taoiseach said: ‘We are making change now, before it is too late. We recognise that Government doesn’t have all the answers. So we will work with people, industry and communities to chart the best and most inclusive way forward.’

Minister Richard Bruton said the Government needed to act now to leave a ‘better, healthier, more sustainable Ireland for future generations’.

‘This plan sets out radical reforms, which will cut our reliance on carbon, making our businesses more competitive, our homes more sustainable and our farms more efficient,’ he said.

Reacting to the Climate Action Plan, Sinn Fein’s Climate spokesman Brian Stanley said: ‘The Government does not have an ambitious enough action plan for renewable energy. We want to see our economy transition to a green economy. This has to be done in a manner that protects lower income families and ensures that ordinary people do not carry an unjust share of the burden.’

STATE EFFORTS TO PROMOTE HYBRID AND ELECTRIC VEHICLES

The U.S. transportation system primarily relies on oil to transport people and goods from one place to another. Yet the transportation sector faces risks such as uncertain oil supplies and price volatility. The U.S. Energy Information Administration estimates that 76 percent of all the oil consumed in the U.S. is used for transportation and, within the transportation sector, the fuel mix is far from diverse. Approximately 92 percent of the fuel used in the transportation sector comes from petroleum. Many states are working to increase the use of alternative fuels such as electricity, natural gas, hydrogen and biofuels to diversify the fuels used in the transportation sector as well as support greater energy security, reduce greenhouse gas emissions, and provide price stability.

Electricity may play a significant role in meeting these goals. Plug-in electric vehicles (PEVs) are powered by electricity produced primarily by domestic sources such as coal, natural gas, nuclear and renewable sources. Powering vehicles by using domestic energy sources helps states diversify the transportation fuel mix and increase the use of local energy resources.

According to the U.S. Department of Energy, at least  25 plug-in electric vehicle models are currently available in the U.S. and more than 600,000 plug-in electric vehicles have been sold in the U.S. Consumers and fleets need access to affordable, convenient charging stations at home, at work, or in public areas. While access to charging stations has previously been an issue for consumers considering purchasing PEVs, manufacturers, automakers, utilities and state and federal agencies are rapidly expanding the network of stations. More than 16,000 charging stations now exist in the U.S., more than half of which have been built since 2015.

(Reuters) – California’s power grid operator on Monday issued an alert to homes and businesses to conserve electricity on Tuesday and Wednesday when a heat wave is expected to blanket the state.

The California Independent System Operator (ISO), the grid operator, said it issued the so-called “Flex Alert” due to high temperatures across the western United States, reduced electricity imports into the state, tight natural gas supplies in Southern California and high wildfire risk.

The ISO’s alert followed an earlier notice by Southern California Gas Co (SoCalGas), the gas utility for the southern part of the state.

SoCalGas issued a gas curtailment watch on Monday, notifying customers to be prepared to reduce gas use if needed, with power generators expected to burn more fuel this week than usual to keep air conditioners humming.

SoCalGas, a unit of California energy company Sempra Energy, said the watch would remain in effect until further notice.

High temperatures in Los Angeles were forecast to top 90 degrees Fahrenheit (32 Celsius) Monday-Friday with the mercury expected to reach 97 degrees on Wednesday, according to AccuWeather. The normal high in the city at this time of year is 84 degrees.

The ISO said consumers “can help avoid power interruptions” by turning off all unnecessary lights, using major appliances before 5 p.m. and after 9 p.m., and setting air conditioners to 78 degrees or higher.

Gas supplies are expected to remain tight in Southern California this summer and winter due to reduced availability from SoCalGas’ Aliso Canyon storage facility in Los Angeles, following a massive leak between October 2015 and February 2016, and ongoing shutdowns of several pipelines.

SoCalGas projected gas demand would rise from 3.0 billion cubic feet per day (bcfd) on Monday to 3.1 bcfd on Tuesday and 3.2 bcfd on Wednesday and Thursday, while receipts of the fuel via pipelines into California would only total about 2.6 bcfd.

That means SoCalGas will have to tap storage fields to make up the difference, which could hurt the utility’s ability to stockpile enough fuel to avoid curtailments for some power and industrial customers on the coldest days during the winter heating season.

State and federal agencies have projected SoCalGas will only be able to deliver about 3.6 bcfd from non-Aliso storage fields due to the Aliso limitations and pipeline outages, which has only occurred once in the summer in the past five years but is fairly common in the winter.

    DRAFT 2018 Sonoma Clean Power Integrated Resource Plan SCP’s Board of Directors has directed staff to file the CPUC’s mandated compliance IRP (see Appendix A), however the Board requests that all statewide planning be based on the more accurate information contained in this IRP. More detail on the differences can be found in Appendix A. Many thanks to Community Advisory Committee and its ad hoc group for working with staff on early versions of the IRP.

    Important conclusions from SCP’s planning process include:

    1. While a low-carbon mix of power sources is essential, the use of electricity to displace gasoline in cars and natural gas in buildings (sometimes called “electrification” or “fuel shifting”) should be prioritized at an even higher level in California. SCP is working to facilitate the reduction of total greenhouse gas (GHG) emissions across all sectors, for example with programs to rebuild burned homes with 24/7 renewable sources and no natural gas, bulk discounts on electric vehicles, and construction of an “Energy Store” where customers can purchase zero carbon technologies.
    2. Near-term grid reliability will require multi-year local resource adequacy (RA) obligations and upfront procurement of resources with local market power.
    3. Energy affordability through 2030 will require deep customer engagement to reduce expensive and high-GHG evening energy usage, and to use smart-grid devices to avoid costly utility investments.
    4. Concerns over the financial ability of CCAs to contract for new resources appears to be unfounded, and in any case, hasn’t impacted SCP’s ability to procure resources.
    5. CCAs working with their local public agencies have the potential to make the deployment of electric vehicle charging infrastructure less expensive, better utilized, and more accessible to disadvantaged communities and vulnerable populations.
    6. Solutions to system reliability will accelerate dramatically when the actual smart meter data is used for all customers and public access is provided to all real-time distribution grid data.

    The 2014 Plan Update was funded and managed internally by SCTA staff and included coordination and input from every jurisdiction.  This Plan Update began with a discussion at the May 2013 Countywide Bicycle and Pedestrian Advisory Committee.  SCTA staff has worked closely with all participants at the Countywide Bicycle and Pedestrian Advisory Committee meetings, as well as with representatives from each jurisdiction.  The major Plan Updates include the following:

    1. 1. Census data (demographic data, journey to work, travel time to work, and bicycle and pedestrian mode share data)
    2. 2. Collision data
    3. 3. Project lists
    4. 4. Countywide map
    There are also a few key areas where information has been added or enhanced, such as: bicycle and pedestrian count data, a section on the Countywide Safe Routes to School Program, and a focus on complete streets.  The Countywide Bicycle & Pedestrian Master Plan Update was adopted in May 2014.
