Qualification and Occupation
James A. Rothschild is a financial consultant specializing in utility regulation.  He has experience in the regulation of electric, gas, telephone, sewer, and water utilities throughout the United States.  

 
He is President of Rothschild Financial Consulting and has been a consultant since 1972.  From 1979 through January 1985, he was President of Georgetown Consulting Group, Inc.  From 1976 to 1979, he was the President of J. Rothschild Associates.  Both of these firms specialized in utility regulations.  From 1972 through 1976, Touché Ross & Co., a major international accounting firm, employed him as a management consultant.  Touche Ross & Co. later merged to form Deloitte Touche.  Much of his consulting at Touche Ross was in the area of utility regulation.  While associated with the above firms, he had worked for various state utility commissions, attorneys general, and public advocates on regulatory matters relating to regulatory and financial issues.  These have include rate of return, financial issues, and accounting issues.
